About The Position

Position Title: Data Management Specialist/Deputy Project Manager Position Description: Mid-Level AI / Data Management Professional (Deputy PM) Location: National Capital Region with remote/ Partial telework option Clearance Requirement: Secret / Top Secret (TS/SCI preferred) Employment Type: Full-time Organization: U.S. Army Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Program Hourly Rate: $57.69-$67.30 Position Overview: Serves as the technical and operational deputy to the Project Manager (PM) on data- and AI-driven initiatives and direct support to the US Army FUZE initiatives. Supports project planning and execution by bridging programmatic leadership and technical delivery. Responsible for support to the strategic management of the Army FUZE PM activities, data governance, data quality, metadata management, and lifecycle oversight of machine learning models. Coordinates cross-functional teams, ensures deliverables align with business objectives, and monitors risks, dependencies, and timelines.

Requirements

  • Bachelor’s degree in Computer Science, Data Science, Information Systems, or related field (Master’s preferred)
  • 5–10 years of relevant experience in SBIR/STTR management, data management, analytics, or AI
  • Experience supporting or acting as a Deputy Project Manager / PM
  • Technical skills: SQL, Python/R, data engineering, cloud platforms, machine learning
  • Knowledge of data governance frameworks, metadata management, model lifecycle management
  • Strong communication skills and the ability to liaise between technical and non-technical stakeholders
  • Proven ability to lead cross-functional teams
  • Must be able to obtain and maintain security clearance as required by the position

Nice To Haves

  • Certifications such as PMP / Agile / Data Management (CDMP) are a plus

Responsibilities

  • Serve as the PM’s deputy, taking ownership of day-to-day project operations
  • Facilitate communication between stakeholders, data engineers, data scientists, business analysts, and leadership
  • Track project progress, identify and escalate risks, and recommend mitigation strategies
  • Help manage project scope, schedule, and resources in coordination with the PM
  • Define and enforce data governance policies, standards, and best practices
  • Ensure data quality through validation rules, monitoring, and remediation procedures
  • Maintain metadata repositories and data dictionaries
  • Oversee data pipeline design, data ingestion, transformation, and storage
  • Ensure integration with cloud-based environments (e.g., AWS, Azure, GCP) or on-premises systems
  • Collaborate with data engineers to implement scalable and maintainable architectures
  • Support the development, testing, deployment, and monitoring of predictive models
  • Coordinate with data science teams to align modeling efforts with business objectives
  • Establish and enforce model governance, versioning, and documentation practices
  • Produce dashboards, reports, and briefing materials for stakeholders and leadership
  • Translate technical findings into actionable business insights
  • Assist in KPI definition, performance measurement, and continuous improvement
  • Identify data or model risks (e.g., data drift, bias, security)
  • Work with compliance and security teams to ensure regulatory adherence
  • Implement controls, audits, and data protection strategies
  • Mentor junior data professionals (analysts, engineers)
  • Facilitate training or knowledge-sharing sessions on data best practices
  • Help build a collaborative, high-performing team culture
  • Develop and maintain technical documentation, SOPs, and process flows
  • Lead user acceptance testing (UAT), quality assurance, and validation activities
  • Implement continuous improvement practices within project delivery and data operations
