About The Position

The incumbent will be responsible for creating and overseeing the District data management and governance processes and standards that include all data types and ownership responsibilities including those governed by compliance, regulatory, and security practices. The position is responsible for developing and maturing the data lifecycle management process at NPPD by leading a cross-departmental team of data experts that are focused on business unit data where alignment at the corporate level is needed for consistency and security of data in the age of artificial intelligence. This position will drive the entire data lifecycle, including acquisition, classification, storage, usage, lineage, and disposal through each organization to ensure proper data management is implemented and followed at every stage, from creation to disposal.

Requirements

  • Bachelor’s degree in Information Management, Computer Science, Business, or a related field is required, along with a minimum of 10 years of hands-on experience in a data-focused environment, including data lifecycle management and/or governance, with a minimum of 5 of those years working in supervisory capacity, demonstrating progressive responsibility and the ability to lead teams effectively.
  • Excellent written and verbal communication and interpersonal skills required.

  • Certification in data management or data governance (e.g., CDMP, DGSP, CISSP) is preferred and will be required within 1 year of position acceptance.

Responsibilities

  • Lead a senior, cross departmental team of data experts to create and manage data lifecycle processes and standards, supporting NPPD strategic initiatives and roadmaps.  This includes data acquisition, classification, storage, usage, lineage, and disposal covering the entire data lifecycle from creation to disposal.  Ensure adherence to standards and secure data management throughout its lifecycle.
  • Collaborate with the data owners across the District to identify, manage, and catalog data inventories following all regulatory, compliance, and security requirements.  Provide program oversight to the data owners that are responsible for fulfilling this requirement per business unit.
  • Develop and implement data management and governance policies, procedures, and standards across the organization. Create and enforce guidelines with data owners and implement / refine standards for how data should be handled within the company. Ensure all business units follow the standard procedures to maintain data quality and security.
  • Collaborate with Enterprise Technology teams to create and implement a comprehensive data management and governance architecture and technology solutions roadmap that supports current and future business needs.
  • Ensure compliance with industry standards and regulatory requirements where least privilege access to data is driven throughout the organization while protecting the company from legal, compliance, and/or misuse of data from technology solutions.
  • Oversee data quality initiatives led by business units to ensure data accuracy, consistency, and reliability by monitoring and improving the quality of data. Ensure that the data used by the district is accurate, consistent, and reliable, which is crucial for making informed decisions.
  • Collaborate with various departments and business units to promote data governance best practices and foster a data-driven culture by working with different teams within the company to encourage the use of best practices in data management.
  • Lead data governance committees and working groups to address data-related issues and opportunities by working collectively to solve data-related problems and identify opportunities for improvement.
  • Monitor and report on data management and governance metrics to senior leadership through tracking and reporting on key metrics related to data management and governance. Educate and make visible how well the company is managing its data and where improvements might be needed.
  • Provide training and support to the cross functional organization who is responsible for leading data management and governance within each business unit through education and assisting employees on how to manage and govern data effectively.
  • Stay current with industry trends and advancements in data management, protection, governance, and compliance to ensure NPPD remains at the forefront of the industry and innovative in practice while meeting all compliance and regulatory requirements.
  • Accountable for other duties as assigned.
