The Data Layer Engineer is responsible for designing, implementing, and optimizing data transformation workflows that support both geospatial and non‑geospatial datasets across enterprise environments. This role ensures that data is structured, governed, and delivered in a manner that supports mission‑critical analytics, geospatial applications, and cloud‑based services. The engineer will work with ESRI technologies, modern ETL frameworks, and cloud‑native architectures to maintain high‑quality, secure, and scalable data layers for Navitas and its government customers.

  • Design, build, and optimize ETL (Extract, Transform, Load) pipelines for geospatial and non‑geospatial datasets.
  • Develop and maintain data structures, schemas, and transformation workflows aligned with enterprise data standards.
  • Manage and publish ESRI geospatial data layers within ArcGIS Enterprise and cloud‑based geospatial platforms.
  • Integrate and manage datasets across PostgreSQL/PostGIS, SQL Server, NoSQL databases, and distributed storage systems.
  • Implement and maintain cloud storage solutions including AWS S3, Azure Blob Storage, and Google Cloud Storage.
  • Support Kubernetes‑hosted geospatial applications and ensure efficient data delivery to containerized services.
  • Develop and manage data governance frameworks that ensure data quality, lineage, and compliance.
  • Implement metadata management and data cataloging solutions to support enterprise discoverability and stewardship.
  • Ensure adherence to DoD and Intelligence Community (IC) data security, access control, and compliance requirements.
  • Utilize tools such as Databricks Unity Catalog, Collibra, Alation, AWS Glue, or Azure Purview to support governance and cataloging functions.
  • Bachelor’s degree in Data Management, Information Science, Computer Science, or a related technical field; or a minimum of five (5) years of equivalent experience in data governance or data engineering.
  • Demonstrated experience designing and managing ETL workflows and data transformation pipelines.
  • Proficiency with ESRI geospatial data layers, ArcGIS Enterprise, and cloud‑based geospatial services.
  • Strong understanding of relational and non‑relational databases, including PostgreSQL/PostGIS, SQL Server, and NoSQL systems.
  • Experience with cloud storage platforms such as AWS S3, Azure Blob Storage, and Google Cloud Storage.
  • Experience developing and managing data governance frameworks and metadata/cataloging solutions.
  • Familiarity with DoD and IC data security policies and compliance requirements.
  • Hands‑on experience with Databricks Unity Catalog, Collibra, Alation, AWS Glue, or Azure Purview.
  • Ability to work in environments leveraging Kubernetes‑hosted geospatial applications.
  • Active TS/SCI
  • Professional certifications such as:
  • Certified Data Management Professional (CDMP)
  • DAMA Certified Data Governance Professional (DGSP)
  • Microsoft Certified: Azure Data Engineer Associate
  • Experience supporting federal or defense‑sector geospatial programs.
  • Knowledge of advanced geospatial analytics, spatial indexing, and performance optimization.
  • Experience with automation frameworks, CI/CD pipelines, or infrastructure‑as‑code for data workflows
