About The Position

The Division of Technology and Innovation within the Florida Department of Education is seeking a motivated individual to serve in a full-time position as a Database Manager in the Bureau of Education Information Services (EIS) - Class and FTE Team. This team facilitates K-12 school data collections and reporting and is responsible for providing guidance and direction to school district Management Information Services personnel on Class Size and Full Time Equivalent file submissions. Data collections are primarily survey based, with occasional supplemental file submission needs. Under the supervision of the Education Information Services Bureau Chief, the Data Base Manager coordinates training, motivates, provides, and directs the work of his/her employee(s). In addition, the applicant must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each employee(s). Timesheets will be completed in the People First system by the due date provided by your manager. The applicant participates in hiring recommendations as well as disciplinary recommendations. The applicant must be able to work independently and as a team player. The applicant must be able to develop work products from concept to completion to include assisting in technical writing, analysis, code development, and testing. The ideal candidate must have excellent written and verbal communication skills. Please note: This is not a technical database analyst manager position, but a manager of data analysis, data collection and communication regarding the data collection and data quality for the reported data. Technical experience is a plus.

Requirements

  • A bachelor's degree from an accredited college or university and one (1) year of experience in analysis, planning, research, evaluation, or administrative work; or
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Experience as described above can substitute on a year-for-year basis for the required college education.
  • A minimum of one (1) year of data analysis and reporting experience.
  • Must have at least one (1) year of management experience including supervising, directing, developing, motivating, and counseling staff, including decision making.
  • Must have one (1) year of experience interpreting, administering, and/or communicating policies and procedures.

Responsibilities

  • Motivates employees to improve the quality and quantity of work performed.
  • Directs and supervises the data collection and preparation of required federal and state reporting.
  • Supervises and assists in the preparation of research/statistical tables.
  • Reports to the Bureau Chief, Division Director, and the Commissioner on the status, needs and progress of education in Florida.
  • Provides data analysis expertise to the Division on issues pertaining to data acquisition and data needs including those related to Full-Time Equivalent (FTE) and Class Size.
  • Confers as needed with professional and support staff reviewing and advising on ongoing activities of the unit.
  • Consults with other units within the Department and other agencies as to database modifications and database edits.
  • Assists in the development and implementation of data collection activities in order to gather appropriate data items and to provide interpretations as needed.
  • Plans workloads, workflows, deadlines, work objectives, and time utilization with employees.
  • Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria is met.
  • Trains employees in methods for performing an effective and efficient job.
  • Communicates on a regular basis with employees both individually and in staff meetings.
  • Directs the work of employees to ensure best use of time and resources.
  • Represents the Department, Division, and Bureau at professional meetings and at meetings sponsored by other agencies and institutions.
  • Oversees customer service processes with the K-12 student and staff data collections.
  • Performs related work as required.
