As the Data Architect, you will lead the design and evolution of a secure, cloud-based analytics ecosystem that integrates diverse data sources and supports advanced analytics and machine learning. You will define the architectural standards, data models, governance frameworks, and platform capabilities needed to scale enterprise analytics. This full-time role is contracted through TSPi, Abt Global’s digital services subsidiary.

Requirements

• Bachelor’s degree with at least nine years or master's with at least seven years in data or enterprise architecture.
• Experience designing or supporting large-scale data environments involving high-volume transactions, public program operations, or eligibility- and benefits-related analytics.
• Strong data modeling expertise, including normalized (3NF), dimensional/star schema, and canonical modeling approaches.
• Familiarity with governance, metadata management, and security best practices in regulated environments.
• Excellent communication, collaboration, and technical leadership skills.
• Cloud Platforms: Azure GovCloud, AWS GovCloud
• Data Storage & Processing: Databricks, PySpark, or SQL
• Data Integration & Streaming: Cloud-native orchestration, APIs, Kafka/Event Hubs
• Analytics & BI: Enterprise reporting and semantic modeling tools (e.g., Power BI)
• Machine Learning & AI: Cloud ML platforms and AI services
• Data Governance: Metadata, lineage, and access control tools (e.g., Collibra, Immuta)
• Applications & Workflows: CRM and workflow platforms (e.g., Dynamics 365, PowerApps, Salesforce)

Nice To Haves

• Experience with government, healthcare, benefits, or payments data programs.
• Familiarity with analytical techniques such as anomaly detection, pattern recognition, graph analysis, or risk scoring.
• Experience contributing to or achieving ATO for cloud-based systems.
• Knowledge of API integration, event-driven architectures, and modern design paradigms (e.g., data mesh, domain-driven design).

Responsibilities

• Own current-state, target-state, and transition-state architectures.
• Define reference architectures for ingestion, analytics, ML, and BI.
• Accountable for defining and aligning data architecture to mission outcomes and program roadmaps.
• Architect data solutions that support transaction and behavioral analytics, risk scoring and decisioning workflows, identity resolution and entity matching, anomaly and pattern detection, and the monitoring and validation of key data flows across the enterprise.
• Design enterprise data models, canonical schemas, and integration patterns across batch, streaming, and API-driven data flows.
• Establish frameworks for data governance, metadata, lineage, and access control.
• Develop current-, target-, and transition-state architecture roadmaps.
• Implement cloud security and compliance controls aligned with FISMA, NIST SP 800-53, RMF, FedRAMP, and Zero Trust.
• Integrate structured and unstructured data from internal systems, external partners, and CRM/workflow platforms.
• Support machine learning operations, including model input/output standards and scalable deployment patterns.
• Collaborate with engineers, analysts, and data scientists to translate requirements into effective architectural solutions.
• Lead design reviews, mentor engineering staff, and prepare clear architectural documentation, acting as an escalation point for major design decisions
• Design governance frameworks including guidance of compliance initiatives within architectures.
