About The Position

The primary purpose of this position is to oversee federal housing reporting, housing market data analysis, and statewide housing information dissemination. The position serves as a data subject matter expert, manages compliance-related plans and databases, and supports coordination with federal partners, and works across DSHA with all departments. The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. Manages required federal reporting, such as – but not limited to – the 5-Year Consolidated Plan, the Annual Action Plan (AAP), and the Consolidated Annual and Performance Evaluation Report (CAPER). Coordinates, analyzes, and publishes data reports related – but not limited to – foreclosures, vacancies, market trends, and housing prices. Serves as subject matter expert in all housing-related data, reports, and information; responds to requests for housing data from stakeholders. Supports the production and dissemination of information from the Statewide Housing Needs Assessment – or other reports or assessments – in conjunction with the Chief Strategy Advisor. Works with other DSHA staff, including partners and contractors, to build and share databases/dashboards as needed for reporting. Manages and updates Delaware data on the National Housing Preservation Database. Completes the bi-monthly CPI-U and sends data to the Delaware Manufactured Home Relocation Authority. Manages DSHA’s Language Access Plan. Strengthens relationships and builds partnerships with federal stakeholders. Performs other related duties as assigned.

Requirements

  • Knowledge of the general operations and procedures of DSHA, HUD, Federal and State programs, and properties.
  • Ability to orient other employees and to explain organizational policies, rules, regulations, and procedures.
  • Knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) housing programs.
  • Familiarity with affordable housing policy and programs, especially as it relates to Public Housing programs.
  • Ability to analyze state and federal legislation and regulations.
  • Strong oral and written communication skills.
  • Knowledge of state and federal policy and rulemaking procedures and processes,
  • Strong qualitative and quantitative research and analytical skills.
  • Ability to work independently and stay up to date on relevant topics.
  • One year of professional experience in government, data & analytics, public policy, social services, community development, or closely related field.
  • A Bachelor’s degree in public policy, public administration, economics, data analytics, business, or a related field, but comparable experience or education will be considered.
  • Demonstrated analytical and critical thinking skills, including the ability to synthesize data and information into clear reports.
  • Experience coordinating projects between multiple stakeholders in educational and professional settings.
  • Knowledge of state and federal housing programs in Delaware.
  • Strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook).
  • THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVERS LICENSE.
