The Data and Program Analyst at the Illinois State Treasurer's Office (ISTO) is responsible for providing critical data analysis and program support. This role focuses on leveraging data to inform evidence-based decisions across various program areas, analyzing program effectiveness, and developing reports to optimize ISTO initiatives. The analyst will work closely with internal teams to collect, analyze, and interpret complex datasets, supporting program administration and enhancing operational efficiency.

  • Conduct data validation and analysis to evaluate the effectiveness and impact of ISTO programs.
  • Develop reports, dashboards, and data visualizations to communicate key findings and trends to stakeholders.
  • Analyze program data for trends and anomalies to inform proactive adjustments, focusing on continuous program and process improvements through technology enhancements, automation, system updates, and responses to new legislation.
  • Coordinate and oversee information exchanges with external vendors and governmental partners, utilizing secure transfer methods (SFTP/FST) to support and enhance ISTO business practices.
  • Manage specific Unclaimed Property initiatives, including Money Match and the Direct Mail program.
  • Support ISTO's data integrity and security policies by ensuring compliance with data management best practices.
  • Perform other duties as required or assigned which are reasonably related to the duties enumerated above.
  • Bachelor's degree in computer science, data science, mathematics, public administration, or related field desired.
  • Three (3) or more years of experience in data analysis, program evaluation, or a related role.
  • Proficiency in data analysis tools such as Excel, SQL, Python, or R.
  • Familiarity with data visualization software, such as Tableau, Power BI, Looker, or similar tools.
  • Experience in database management, data cleaning, and data validation.
  • Strong analytical skills with the ability to translate data into actionable insights.
  • Excellent written and verbal communication skills, with the ability to present complex data findings clearly.
  • Detail-oriented with strong organizational and time-management skills.
  • Familiarity with public sector programs, especially in financial or community services.
  • Power BI or Tableau experience is a plus.
  • Full-time position with a salary range of $80,000 - $90,000 per year.
