About The Position

Performs advanced data analysis and data architecture work. Work involves providing direction and guidance on strategic operations and planning; developing policies, standards, designs, and action plans on enterprise-wide information governance and data system integrity; conducting detailed analysis of and extensive research on data; providing results; monitoring and implementing data quality; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Data Science, Business Analytics, Computer Science, Computer Information Systems, Management Information Systems, Accounting, Finance, Mathematics, Statistics, Economics, Data Management, or a related field preferred. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Seven years full-time, wage-earning data engineering, data analysis, data compilation research and evaluation, data compilation, and reporting experience.
  • Four years full-time, wage-earning data architecture, technical or research writing, business intelligence, or visualization tools (e.g., Microsoft PowerBI) experience.
  • Knowledge of statistics and analyzing data sets, running queries, report writing and presentation of findings.
  • Knowledge of data models, database structures, data mining, and segmentation techniques.
  • Knowledge of security procedures for handling, protecting, and distributing confidential data.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge in leading data technology strategy and governance.
  • Knowledge of AI/ML applications in data governance, including monitory and control.
  • Skill to communicate ideas and instructions clearly and concisely both technically or non-technically with a variety of staff, departments, officials, agencies, organizations, and the public.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill to oversee Data Technology and Governance initiatives from strategy to execution.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.

Nice To Haves

  • Experience in the supervision of employees preferred.
  • Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs preferred.
  • Experience with cloud data governance frameworks preferred.
  • Experience in Databricks or Informatica Intelligent Cloud Services (IICS) or Informatica Intelligent Data Management (IDMC) preferred.
  • Experience with Amazon Web Services (AWS) or Azure cloud preferred.
  • Governmental agency experience preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Oversees the compilation and data queries; analyzes data using standard statistical tools, methods, and techniques; identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data; and interprets results to identify significant differences in data.
  • Selects the data management tools and the development of standards, usage guidelines, and procedures for those tools; assists in defining, developing, and implementing data standards; assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement; and develops and implements databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality, and develops data catalogue and high value data sets.
  • Reviews and interprets data patterns and trends and assesses data quality; identifies data to be cleansed and pruned and coordinates with the database administrator to discard irrelevant information; prepares concise comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
  • Consults with internal and external customers to identify user needs; develops and utilizes software applications to conduct statistical modeling and graphic analysis; and performs quality assurance and serves as a subject matter expert on data integrity, extraction, and compilation.
  • Trains and supervises the work of others.
