The Workforce Programs Analyst works in the Operations Division and supports the agency by helping leaders understand and use workforce data to make informed, data‑driven decisions. In this role, you will collect, analyze, and interpret employee and workforce information to identify trends, forecast staffing needs, and recommend improvements that support overall organizational performance. A major part of the role involves working closely with HHS Human Resources (HR) Reporting and the DSHS Workforce Operations program area to create and maintain HR reports, dashboards, and SharePoint sites that visualize key workforce metrics. You will ensure the accuracy of data, identify gaps or inconsistencies, and translate complex information into clear reports and briefings used by senior leadership. You will serve as a subject matter expert on workforce data and support system-related projects. This includes analyzing datasets to identify trends or concerns, discussing findings with program leaders, and helping identify new or emerging patterns in workforce behavior. As part of this work, you will prepare flowcharts, tables, and other materials that support coding, testing, and automation efforts. You will also advise on data quality, extraction, and compilation.

Requirements

  • Bachelor’s degree in Data Analytics, Human Resources, Business Administration, or related field. Four years of work experience performing HR or workforce data analysis may be substituted for the degree requirement.
  • At least three years of experience working in HR, workforce programs, or a related analytical environment.
  • Experience with Microsoft Excel (pivot tables, VLOOKUP, Power Query, data validation).
  • Experience using data visualization tools such as Tableau or Power BI to create dashboards and reports.
  • Knowledge of data visualization tools such as Tableau, Microsoft Power BI/Automate, or similar programs used for large workforce related data sets
  • Knowledge of how to gather information about workforce data for specialized positions
  • Knowledge of HR analytics, trend analysis, and forecasting tools
  • Knowledge of HR Cloud Software Solutions (SAP, Peoplesoft, Workday, etc.) at a user or system administrator level
  • Knowledge of compensation/benchmarking tools
  • Knowledge of data processing practices and theory
  • Knowledge of building, implementing, and analyzing surveys and backend data extraction.
  • Skill in utilizing database management systems such as Sybase, Oracle, and SQL Server/SQR query tools, data visualization tools such as Tableau and HR/Workforce systems for people management
  • Skill in planning, scheduling and prioritizing work assignments
  • Skill in written and verbal communications.
  • Advanced skills in utilizing Microsoft Office Suite of products, especially Microsoft Excel (pivot tables, VLOOKUP, power query, data validation, etc.).
  • Ability to prepare ad hoc reports
  • Ability to analyze complex procedures and data
  • Ability to evaluate technical data and develop logical conclusions

Nice To Haves

  • Experience running queries in HR or people management systems (e.g., PeopleSoft/CAPPS HCM, SAP, etc.) preferred.

Responsibilities

  • Works with HHS HR Reporting to create, amend, and discontinue custom and recurring HR reports
  • Validates and conducts analyses to ensure data meets customer needs
  • Interprets reports, identifies data gaps, errors, or inconsistencies, determines the appropriate content and relationships to achieve validated data results, and completes data trend analysis
  • Develops processes to review, interpret, and simplify data reports extracted from CAPPS HCM PeopleSoft/Oracle
  • Reviews and analyzes reports from relational databases
  • Prepares executive and senior level management reports and briefings.
  • Serves as a subject matter expert for workforce and HR-related data analysis
  • Analyzes and interprets data sets and query results using data analytics techniques to identify trends and areas of concern, gaps, or anomalies.
  • Consults with program area leadership and HHS HR Reporting to identify new developments in data trends.
  • Serves on project groups for development, modification, and upgrades to CAPPS HCM and the Career Center.
  • Collaborates with HHS HR Reporting to develop project documentation including system and user acceptance testing plans, test scripts, use cases, and data exchange documentation that captures the current and future states of the data exchange functions.
  • Develops and maintains functional and technical specifications via the preparation of detailed flowcharts, tables, reports and other materials for coding, testing, and documenting automated systems.
  • Serves as a subject matter expert on data integrity, extraction and compilation.
  • Participates in agency-wide programs and initiatives administered through BSP as needed.
  • Cross-trains on other BSP functions.
  • Actively participating in a supporting role to meet the agency's obligations for disaster response, recovery, or Continuity of Operations (COOP) activation.
