About The Position

This position is located within the State of Rhode Island Department of Administration’s (DOA) Pandemic Recovery Office (PRO) and reports directly to the Capital Projects Fund Administrator who reports directly to the Director of PRO. The holder of this position will be responsible for collecting, analyzing, and reporting financial, project performance, and other data for American Rescue Plan Act (ARPA), Capital Projects Fund (CPF) projects. Performing the following task with a significant degree of independence are essential for a candidate to be successful in this position: Learning the accounting structure of Rhode Island Enterprise Resource Planning (ERP) system and analyzing information generated by ERP and the financial systems of non-ERP entities that are subrecipients of the Capital Projects Fund grants. Working with DOA’s Grants Management Office (GMO) for the incorporation of CPF projects into the State’s Grants Management System. Working with Division of Information Technology (DoIT) to create, update, and maintain the CPF webpages on the PRO website. Collecting and cleaning of monthly financial and other project data for reporting to internal and external constituencies and ensure the monthly upload of relevant data to PRO’s Transparency Portal. Supporting the PRO Director and CPF Administrator to perform regular project reviews and other monitoring activities. Setting up financial and key monitoring information in PRO’s PowerBI dashboard for all CPF projects. Reconciling financial budgets and project closeout deliverables prior to the final approval of a CPF project. Developing and maintaining all CPF reports, such as the Project & Expenditure Report, At-Risk Report, etc., for timely submittal to the U.S. Treasury, DOA leadership, State Legislature, and others; and posting to the CPF webpages on at least a quarterly basis. This position may require the working hours outside of the Monday through Friday work week and outside of the daily hours of 9:00am - 4:30pm.

Requirements

  • A thorough knowledge of data models, regression analysis, database design development, data mining and segmentation techniques
  • A thorough knowledge of sophisticated reporting packages, databases and programming
  • A thorough knowledge of statistical methodologies and techniques utilized for analyzing large datasets
  • The ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • The ability to conduct queries, draw conclusions, prepare written reports and present findings in a clear and concise manner
  • The ability to mentor and/or supervise less experienced analysts as required
  • The ability to establish and maintain effective working relationships with state and municipal officials, superiors, subordinates and the public
  • Master’s Degree from a college of recognized standing in Mathematics, Economics, Computer Science, Information Management, Statistics, or a closely related field with similar technical and computational emphasis.
  • graduation from a four-year college of recognized standing with a Bachelor’s Degree in Mathematics, Economics, Computer Science, Information Management, Statistics, or a closely related field with similar technical and computational emphasis; and Experience: Such as may have been gained through: considerable employment in a professional capacity as a data analyst.
