The Office of Strategic Operations and Performance Management (SOPM) in the Office of the Chief Operating Officer for DOHMH is responsible for leading the implementation of policy efforts across the agency. This office supports the overarching strategies of DOHMH, fosters organizational alignment with those strategies, and supplements divisional capacity as needed. SOPM supports the agency's external, partner-facing public health programming through rapid development, deployment, and stewardship of data management tools. Under the direction of the Data Engineering Specialist, the Data Analyst will support the agency's partner management system Partners Connect, a Salesforce application which stores the agency's community outreach and engagement data as well as select program administration and measurement data. The analyst's focus will be on provider data management. They will build a map of existing provider data sources and develop an integration between existing provider data warehouses and Partners Connect. The Data Analyst will be a primary driver of a data management strategy that promotes data cleanliness and accuracy. They will also analyze and visualize programmatic data and transactional metadata to help the agency better understand its public health initiatives and improve efficiency and functionality. Finally, the Data Analyst will serve as a technical support liaison to health program staff as they integrate their data and business processes into Partners Connect. This role is responsible for gathering requirements, building workflows, training users, and reporting results. The analyst will need to be flexible with respect to the tools and methods utilized. This position will be based at the Health Department's office in Long Island City, NY.

  • Use existing technologies (R/Python/Pentaho/SQL) to develop a data pipeline from the current provider data warehouse to Salesforce using the FHIR API
  • Develop a new provider data warehouse from existing DOHMH data sources
  • Identify other public provider data to enhance the provider data warehouse
  • Design, build, test, and maintain routine ETL (Extract, Transform, Load) jobs using Python and Pentaho
  • Manage software feature upgrades using project management best practices
  • Communicate complex technical data to both technical and non-technical stakeholders
  • Perform record linking of external contact data to existing Salesforce data and perform QA checks on potential matches
  • Perform deterministic and probabilistic record linking to deduplicate Salesforce data objects
  • Develop and share best practices around data integration with provider data
  • Produce analyses on data pipelines and business processes to identify trends and anomalies in the usage of Salesforce
  • Use Salesforce Reports and Dashboards to summarize information from both within and outside of Salesforce
  • Support cross-divisional data-sharing initiatives as assigned by agency leadership
  • Conduct ad-hoc analysis of administrative and program outcomes data as needed.
  • At least 3-4 years work experience in a related role; a background in government or public sector settings is preferred
  • Demonstrable skills in data analytics; familiarity with concepts on data management, database design, and statistical analysis
  • Familiarity with SQL, R, or Python is a plus, but the desire to learn new technologies and possessing a strong analytical framework is more important than experience with implementing scripting languages
  • Familiarity with principles of data visualization design and experience with data visualization software
  • Experience with analyzing administrative and transactional metadata
  • Background in program analysis or monitoring and evaluation
  • Excellent written and oral communication skills
  • Ability to work collaboratively in a cross-disciplinary team environment
  • Demonstrated organizational skills and high degree of attention to detail
