About The Position

The Data Analyst 3 (DA3) will direct the Informatics Unit within the Center for Health Data Innovation. The Bureau is responsible for data collection and data warehousing for several major systems, including the Statewide Planning and Research Cooperative System (SPARCS) and the All-Payer Database (APD). The SPARCS system has been in operations since 1982, collecting data from 400+ facilities, bringing in 40+ million discharge-level transactions a year, and warehouses 40+ calendar years of data. The All-Payer Database (APD) system has been in operations since 2018, collecting data from 80+ insurers, bringing in 800+ million claim-level transactions a year and warehouses at present 7 calendar years of data. The data content integrity and operations of these systems is critical to the day-to-day operations and management of health care facilities, health care programs, public and private health insurance products; and research on health care services, outcomes, and cost. The Informatics Unit Manager (Data Analyst 3) will oversee data quality, investigative data analytics, public use file and Research File (RF) development, dashboard and report development, and education and meta data materials development for Hospital Discharge Data and All-Payer Data. The Informatics Unit Manager will engage with a range of stakeholders to solicit data needs and will drive the implementation of roadmaps for data quality, education, and data file release and delivery to support a range of internal and external stakeholders.

Requirements

  • Non-competitive: nine years of experience in data visualization, and statistical models and data mining tools
  • An associate's degree may substitute for two years of general experience
  • A bachelor's degree may substitute for four years of general experience
  • A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience
  • A Ph.D. in these fields may substitute for two years of general experience

Nice To Haves

  • Demonstrated experience supervising analytic staff
  • Experience with data collection systems and large data warehouses
  • Experience developing data education materials and designing dashboards
  • Advanced SQL or other querying languages (e.g. Python, R)
  • Experience with dashboard development (e.g., Tableau or other BI tools)
  • Hands-on experience working with claims, coverage, issuer/plan data
  • Knowledge of national claims billing standards such as National Uniform Billing Codes (NUBC), International Classification of Diseases (ICD-10), and Healthcare Common Procedure Coding System (HCPCS)
  • Knowledge of or experience with de-identification of health care data techniques
  • Excellent written and oral communication skills for both technical and general audiences
  • Strong data management, data stewardship, and analytical skills
  • Strong management skills, ability to motivate staff and solve problems

Responsibilities

  • Lead unit staff in developing operational plans to understand and improve data quality and develop and release public use and research files
  • Act as a subject matter expert in the development of data related change requests with the Hospital Discharge Data Model and All-Payer Data Model
  • Build unit capabilities and operational processes to store reusable code, catalogue educational materials, and share business and data knowledge
  • Supervise staff and emphasize developing skills, solving problems, improving business data knowledge, and coaching staff to meet the challenges of fast-paced data environments
  • Participate in department-wide and cross-state agency meetings, as a subject matter expert, providing expertise regarding data quality and use of health data related to hospital discharge data, insurance coverage, demographics, billing claims and encounters as well as non-claims-based insurance arrangements data
