About The Position

The Data Analyst 2 (PRIME) position is under the direction of the Head of the Recovery, Harm Reduction, and Addiction Treatment Center (ATC) Information Management and Reporting Unit. The role involves responding to requests from agency staff and external stakeholders, gathering data from various sources, and preprocessing it to ensure accuracy. The analyst will convert raw data into usable formats, create visualizations and dashboards using Tableau, and recommend strategies based on data analysis. Regular reporting and documentation of methodologies will also be part of the responsibilities. The analyst will stay updated on industry trends and provide advanced GIS analysis using Esri's ArcGIS tools. The position plays a key role in developing Key Performance Indicators (KPI) for providers and advising on new data systems requirements.

Requirements

  • Seven years of experience in data visualization, statistical models, and data mining tools.
  • An associate's degree may substitute for two years of general experience.
  • A bachelor's degree may substitute for four years of general experience.
  • A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of general experience.
  • A Ph.D. in these fields may substitute for two years of general experience.

Nice To Haves

  • Proficiency in Excel, Tableau, and SAS strongly preferred.
  • Experience with SPSS, ArcGIS, and R is also helpful.
  • Experience working with large datasets, including importing, merging data, and validation.
  • Comfortable with presenting and explaining data analyses methods and results to both technical and public audiences.
  • Able to respond to requests quickly and manage multiple priorities.

Responsibilities

  • Respond to requests from agency staff and external stakeholders.
  • Gather data from various sources including databases, spreadsheets, APIs, and other repositories.
  • Scrub, filter, and preprocess data to remove inconsistencies, errors, and missing values.
  • Convert raw data into usable formats by performing tasks such as normalization, aggregation, and restructuring.
  • Create visualizations, maps, and dashboards, using Tableau, for public and internal use.
  • Recommend actions and strategies based on data analysis to optimize performance and achieve business objectives.
  • Prepare and deliver regular reports, presentations, and summaries of data analysis findings to management and other relevant parties.
  • Stay updated on industry trends, emerging technologies, and best practices in data analysis through self-study and professional development activities.
  • Document data analysis methodologies, processes, and outcomes for future reference and knowledge sharing.
  • Summarize and interpret historical data to identify trends, patterns, and anomalies.
  • Use statistical information software (SAS, Excel, R) to provide data analyses of the OASAS Client Data System (CDS) Provider Directory System (PDS), or other databases.
  • Provide advanced geographic information systems (GIS) analysis.
  • Report using the Esri's ArcGIS tools.
  • Play a key role in developing and communicating Key Performance Indicators (KPI) for providers, programs, and Addiction Treatment Centers.
  • Advise on requirements for development of new data systems and applications.
  • Other relevant duties as assigned.
