About The Position

Under the direction of an Information Technology Architect 2, within the Human Resources (HR) Department, the Data Analyst 1, SG-18, will be responsible for drafting technical requirements and data definitions to aid in the transparency of the data models and data stored in the current HR systems. The position will require the creation of new data procedures as well as proposed improvements to existing procedures. This position will provide enhancement of data extraction and aggregation from various HR systems to ensure the proper flow of data and aid in improved consistency of data among HR systems across New York State. Specific duties shall include, but are not limited to: Monitor data imports from the source systems into the HR systems. Analyze data to identify trends, patterns, anomalies or areas of opportunity to utilize data more effectively. Develop, maintain, and update dashboards, ad hoc reports, and visualizations to support HR and agency reporting needs. Collaborate with cross-functional teams to define data needs, meet project objectives, and streamline data collection processes. Document methodologies, data definitions, and processes clearly for future reference and team awareness. Coordinate data migration, data integration, and quality assurance initiatives as needed. Implement data reliability checks, including validations, anomaly detection, and alerting for identified issues. Collaborate with developers to retrieve data via secure APIs, design caching and refresh strategies, and optimize performance.

Requirements

  • Data Analyst 1 (Salary Grade 18) Non-competitive: six years of experience in data visualization, and statistical models and data mining tools.
  • Data Analyst Trainee 1 (equated to salary grade 14) Non-competitive: two years of experience in data visualization, and statistical models and data mining tools.
  • Data Analyst Trainee 2 (equated to salary grade 16) Non-competitive: four years of experience in data visualization, and statistical models and data mining tools.
  • Substitution: An associate's degree may substitute for two years of general experience or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Nice To Haves

  • At least a bachelor's degree in computer science, analytics, or data science.
  • Strong SQL skills.
  • Experience integrating with diverse data sources, relational databases such as Postgres or SQL Server, flat files, APIs, and cloud object storage
  • Excellent verbal and written communication skills to effectively document and relay issues to cross-functional teams for resolution.
  • Demonstrated proficiency using data analysis and visualization tools (e.g., Excel, Tableau, Power BI, SAS, R, or Python).
