About The Position

Applicants must be permanent in the title Computer Systems Manager or have a permanent comparable civil service title to apply. NYCERS IT Division seeks a Data Manager to support its Legacy Replacement Project (LRP) effort, a mission critical transformative project that will migrate NYCERS core line-of business mainframe applications to modem technologies. The successful candidate will possess strong technical skills in the areas of data acquisition, data delivery, profiling, database management, migration and data integration, and be exceptionally "hands on" to effectively perform work independently as well as part of a team with both business and technical team members. In this capacity, the Data Manager will: - Develop strategy and build processes to maintain data integrity during and post its migration from NYCERS legacy system to the targeted LRP system(s). - Design, develop and support automated data conversion validation process. - Design and build relational databases, often using non-relational sources as a starting point (e.g., VSAM), to support NYCERS data integrity and quality initiatives - Develop strategies for data acquisitions from vendor’s data sources distributed on various platforms. - Design and build NYCERS Data Warehouse - Fully, clearly and comprehensively document all key work and activities - Manage in a "hands on" fashion, as directed by NYCERS Data Architect, the data quality program and team to identify and remediate data quality and integrity prior/post migration - Execute specific data quality program tasks and technical activities (i.e., ability to successfully execute many technical tasks without delegating them to team members) - Develop and create organization wide data policies, standards, and processes and take responsibility for oversight and strategy execution of and data quality framework - Provide comprehensive support and input to the NYCERS Data Governance process - Work with data SME's and technical leads in addressing high priority enterprise data problems, recommend solutions and use of industry standards, establish data quality rules and definitions consistent with department and organizations strategies - Assist with the development of data quality metrics that identify gaps and ensure compliance with standards across the organization - Work with business users and IT partners to remediate identified gaps using both manual and automated solutions - Recommends processes to proactively monitor quality of data

Requirements

Applicants must be permanent in the title Computer Systems Manager or have a permanent comparable civil service title to apply.
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Responsibilities
