About The Position

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Cybersecurity Resource Manager with a TS/SCI security clearance to support KITS and our government customer at the Mark Center, Alexandria, VA. This is a Hybrid position that requires 1-4 days on-site. The Cybersecurity Resource Manager is a senior, execution focused financial management professional responsible for full-spectrum planning, execution, and oversight of the Directorate’s internal budget. The portfolio includes more than 15 contracts and exceeds $100 million annually. This role requires demonstrated mastery of DoD financial management, contract funding processes, execution reporting, and fiscal law. The Resource Manager must independently develop spend plans, forecast shortfalls, brief leadership, and resolve execution issues without external coaching. This position directly enables the Directorate to meet its cybersecurity mission through precise and timely resource management.

Requirements

  • Active TS/SCI security clearance.
  • Bachelor's degree.
  • Minimum of 15 years of experience in DoD financial management, budget execution, or contract funding.
  • Proven experience in creating and managing funding packages, including IGCEs, PWSs, and DD Form 7600a.
  • Significant experience with MIPR/PR preparation and processing.
  • Demonstrated experience in developing and executing spend plans.
  • Experience in preparing and presenting budget execution reports to senior leadership.
  • Expert knowledge of DoD financial management policies, regulations, and procedures.
  • In-depth understanding of RDTE and O&M funding rules and regulations.
  • Strong analytical and problem-solving skills.
  • Excellent communication, interpersonal, and presentation skills.
  • Proficiency in financial management software and Microsoft Office Suite (especially Excel).
  • Ability to work independently and as part of a team.
  • Ability to manage multiple priorities and meet deadlines.

Nice To Haves

  • Certified Defense Financial Manager (CDFM) or other relevant certification.
  • Experience with DoD financial management systems (e.g., Defense Agencies Initiative (DAI)).
  • Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Experience in developing and implementing process improvements.
  • Experience briefing senior leadership on budget-related topics.

Responsibilities

  • Budget Planning and Spend Plan Development:
  • Develop and maintain the annual spend plan with zero defect accuracy, ensuring alignment with strategic priorities and execution timelines.
  • Produce detailed monthly and quarterly forecasts for all funding lines, contracts, and program requirements.
  • Identify and brief funding shortfalls, deltas, and emerging risks with recommended mitigation strategies.
  • Contract Management and Funding Package Creation:
  • Prepare complete and audit-ready funding packages, including IGCEs, PWSs, Statements of Objectives, and DD 7600A MIPRs.
  • Develop all documentation required for PR/MIPR initiation and ensure packages meet contracting and fiscal law standards.
  • Coordinate directly with contracting officers to ensure timely obligation and execution.
  • Track obligations, expenditures, and burn rates for all contracts and provide variance analysis.
  • Funding Determination and Compliance:
  • Apply expert level knowledge of RDT&E, O&M, and Procurement appropriations to determine correct funding sources.
  • Ensure all actions comply with fiscal law, DoD FMR, and appropriation rules.
  • Advise program managers on funding strategies to optimize execution and prevent Anti Deficiency Act (ADA) risks.
  • Budget Execution and Reporting:
  • Execute the Directorate’s internal budget and ensure timely processing of all funding actions.
  • Produce monthly execution reports for SES leadership, including KPIs, variances, and actionable recommendations.
  • Analyze execution data from multiple systems (e.g., GFEBS, DEAMS, PBIS, internal trackers).
  • Financial Execution Monitoring and Compliance:
  • Monitor execution performance against OSD benchmarks and identify areas requiring corrective action.
  • Develop and implement corrective action plans to address execution gaps.
  • Ensure compliance with DoD financial management policies and maintain audit-ready documentation.
  • Stakeholder Collaboration:
  • Serve as the Directorate’s primary financial advisor for all budget and execution matters.
  • Coordinate with program managers, contracting officers, and external stakeholders to ensure synchronized execution.
  • Documentation and Record Keeping:
  • Maintain complete, accurate, and audit-ready financial records for all transactions.
  • Ensure compliance with DoD record-keeping requirements and internal controls.
  • Process Improvement:
  • Identify inefficiencies in budget and execution workflows and propose improvements.
  • Develop and implement standardized best practices for financial management across the Directorate.
