About The Position

JPI is seeking a Cybersecurity / Program Protection Subject Matter Expert (SME) to provide technical expertise and guidance in the development, integration, and management of cybersecurity and program protection policies across U.S. Coast Guard (USCG) acquisition programs. The SME will ensure that cybersecurity and system security engineering practices are effectively integrated into acquisition processes, supporting CG Level 1, 2, and 3 acquisitions. This role requires deep knowledge of DHS and DoD cybersecurity policies, the Systems Engineering Lifecycle (SELC), and the Risk Management Framework (RMF). This position requires U.S. Citizenship due to Clearance requirements and may require an onsite presence at the USCG St. Elizabeths campus. Requirements

  • Bachelor’s degree in Cybersecurity, Systems Engineering, Computer Science, or a related technical field.
  • Minimum of 7 years of experience in cybersecurity, program protection, or system security engineering.
  • Strong understanding of DHS and DoD cybersecurity policies, SELC, and RMF.
  • Experience with NIST SP 800-160 and NIST SP 800-37 frameworks.
  • Demonstrated ability to conduct CPI and criticality analyses, and to develop Program Protection Plans.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work independently and collaboratively with multidisciplinary teams.

Nice To Haves

  • Experience supporting Department of Homeland Security (DHS) or U.S. Coast Guard programs.
  • Familiarity with USCG acquisition processes and large-scale enterprise integration efforts.
  • Experience supporting the Acquisition Lifecycle with cybersecurity and program protection integration.

Responsibilities

  • Advisory Support: Provide written and verbal advisory support to USCG personnel, offering expert recommendations and insights regarding Cybersecurity / Program Protection policies and practices.
  • Policy Development: Draft, review, and update policy documents, guidelines, and templates to ensure alignment with DHS and DoD cybersecurity policies.
  • Stakeholder Engagement: Participate in meetings and consultations with stakeholders to gather information, address cybersecurity concerns, and propose actionable solutions.
  • Lifecycle Integration: Support the integration of Cybersecurity / Program Protection into the SELC and RMF, ensuring compliance with NIST SP 800-160 and NIST SP 800-37.
  • System Security Engineering: develop and manage acquisition systems to support the integration of Cybersecurity / Program Protection activities into Coast Guard acquisition policies.
  • Acquisition Program Document and Policy Review: Review and provide actionable feedback on cybersecurity/program protection acquisition documents and external policies
