In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group. ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform. Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization. The ITS Information Security and Risk Management (ITSSR) department, headed by the Chief Information Security Officer (CISO), is responsible for providing leadership in managing the information security and risk functions and activities across the World Bank, enabling the achievement of WBG's business objectives and digital transformation. ITSSR supports and facilitates a risk aware culture, ensuring that WBG information assets are protected in an effective, efficient, and balanced manner and IT security and risk management efforts throughout the World Bank are coordinated and aligned to the Bank's business and ITS strategy. ITSSR comprises of the following functions: Security Operations, Risk Management and Advisory, PMO, Security Awareness, and IT Service Continuity. ITSSR is looking to add a security-minded, mission-driven analyst for Cybersecurity Awareness Program to help build out a multi-channel, multi-audience security awareness and culture program and execute program activities - including mandatory cybersecurity course, a flagship activity - to bring awareness of good cybersecurity practices and procedures to all WBG staff, promote secure behaviors, and contribute to strengthening of the WBG security culture. This work will require cross-functional collaboration with all parts of the ITS organization, especially within the ITSSR functional teams, Mandatory for All (MfA) and other learning teams as well as with business stakeholders and clients. The prospective candidate should possess a blend of technical, communication, change management and training skills, and combine that with business insights, tactical approaches to plan and implement impactful cybersecurity awareness program activities. The analyst, reporting to the ITSSR PMO Lead, will be part of a small team and work under the supervision of a senior colleague.

  • Design and Deliver Courses: As part of the security awareness team, coordinate the development and delivery of cybersecurity learning programs, including the annual mandatory e-learning course (required for all WBG staff, consultants, and contractors) and specialized courses for targeted audiences.
  • Content Development: Collaborate with ITSSR SMEs to identify content needs; develop and customize course materials using vendor libraries and internal expertise.
  • Creative Production: Coordinate with creative teams and vendors to produce high-quality audio-visual content; review and ensure adherence to quality standards.
  • Technical Integration: Liaise with OLC technical experts to ensure courses are correctly published and completion tracking is accurate.
  • Compliance Processes: Work with eServices/ServiceNow to automate exemption requests and ensure accurate compliance tracking.
  • Enforcement Coordination: Partner with IT Compliance to address enforcement measures and resolve compliance-related issues (e.g., post-email cutoff scenarios).
  • Tracking and Reporting: Implement and maintain dashboards and reporting mechanisms; ensure data accuracy and timely updates.
  • Process Optimization: Look for opportunities to continuously refine processes for efficiency, leveraging AI and emerging technologies.
  • User Support: Monitor and respond promptly to user inquiries related to courses.
  • Completion Strategies: Track and report on compliance, draft and send reminders, and assist with development and implementation of strategies to drive timely course completion.
  • Communication Campaigns: Plan and execute communication campaigns to promote course participation.
  • Risk Identification: In consultation with SMEs, provide input on top human risks and behaviors that need to change to mitigate associated risks.
  • Content Creation: Prepare topic- and audience-specific content for awareness initiatives, ensuring cultural and language appropriateness for global audiences.
  • Campaign Execution: Coordinate the design and implementation of multi-channel campaigns (email, intranet, events) to reinforce key cybersecurity messages and behaviors.
  • Engagement Activities: Conduct and/or facilitate awareness sessions and training, both in-person and virtually.
  • Community Building: Support and grow the online cybersecurity community within WBG.
  • Promotion: Use internal communication channels to amplify awareness activities and messaging.
  • Rapid Response: Develop awareness materials following major incidents or emerging threats.
  • Metrics and Reporting: Assist in defining, monitor, and report key metrics to assess program effectiveness and behavioral change.
  • Data-Driven Targeting: Use data analysis to identify high-risk roles or departments and recommend tailored interventions accordingly.
  • Feedback and Refinement: Gather feedback and continuously improve awareness strategies and content.
  • Innovation: Stay abreast of industry best practices and facilitate the integration of innovative approaches, including gamification and recognition programs.
  • Leadership Reporting: Support the Security Awareness Lead with drafting of periodic reports and presentations for senior management on program performance and compliance trends.
  • Collaboration: Assist with establishing and maintaining partnerships with business units to champion cybersecurity awareness and culture.
  • Cross-Functional Coordination: Work closely with ITSSR functional teams and other ITS units to ensure alignment and maximize impact.
  • Strong understanding of learning methodologies, cybersecurity awareness principles, and course development.
  • Hands-on experience with content development tools and multimedia production, including managing creative resources and vendors for high-quality deliverables.
  • Capability to oversee custom content design, animation, and integration of emerging technologies.
  • Proven planning skills with strong organizational, research, and analytical abilities.
  • High attention to detail and ability to manage multiple priorities in a fast-paced, matrix environment.
