About The Position

The Cyber Technologies Requirements Manager at Nightwing is responsible for generating, prioritizing, analyzing, and validating detailed customer IT requirements in support of the Engineering & Operations Services (EOS) mission. This role involves collaborating with stakeholders to articulate existing capabilities, facilitate structured sessions for requirement generation, and conduct technical feasibility analyses. The manager will also track submissions through the EOS Requirements Management process and provide technical consultation on capabilities and products being developed.

Requirements

  • U.S. Citizenship
  • Active DoD Secret clearance, TS/SCI preferred
  • Ability to obtain Department of Homeland Security (DHS) Entry on Duty (EOD) Suitability
  • 8+ years of direct relevant experience in cyber systems engineering
  • Knowledge in various IT fields including systems and networking engineering, technical analytics, and databases
  • Experience with cybersecurity attack-mitigation techniques and architectures
  • Experience with Systems Engineering Lifecycle (SELC) processes and practices
  • Comprehensive understanding of Government Information Security policies, regulations, and guidelines
  • Ability to work collaboratively across agencies and physical locations
  • Knowledge and experience with Scaled Agile Framework (SAFe) or similar lean Agile framework
  • Agile Systems Engineering and/or development experience
  • DevSecOps or DevOps experience

Nice To Haves

  • Experience with architectural views including operational and technical standards
  • Familiarity with software and system lifecycle methodologies
  • Experience with requirements management tools (DOORS preferred)
  • Familiarity with the Risk Management Framework (RMF) and security controls
  • DHS experience

Responsibilities

  • Generate, prioritize, analyze, and validate detailed customer IT requirements in collaboration with stakeholders.
  • Determine if requirements relate to current CISA IT efforts or constitute new requirements.
  • Articulate the scope and function of existing capabilities and services to customers.
  • Obtain and aggregate unstructured customer requirements from various communication channels.
  • Host and lead structured facilitation sessions to generate requirements with customers and technical staff.
  • Conduct technical feasibility and resource analysis of requirements.
  • Explain technical details of current capabilities offered by CISA to customers.
  • Confer with POCs to determine appropriate actions for delivering specific IT requirements.
  • Recommend efficiencies and optimizations of existing capabilities to meet customer requirements.
  • Confer with experts across CISA for new requirements and submit them into the EOS Requirements Management process.
  • Track submissions and submit them into the TH ReqMan process if necessary.
  • Complete steps in standard requirements management plans focusing on all project lifecycle stages.
  • Interface with stakeholders to monitor progress and delivery of requirements.
  • Provide technical IT consultation on capabilities and products being built.
  • Trace requirements to work items and tasks, facilitate user acceptance testing, and document feedback.
  • Revise requirements as needed and document completed or unmet requirements with key metrics.
  • Utilize the EOS Requirements Management platform (Jira/Confluence) to track and display requirements.
  • Attend regular meetings with EOS staff, project teams, and customers to provide updates.
