About The Position

Planned Systems International (PSI) is an Enterprise IT services company who focuses on designing, building, securing, and operating cutting-edge software solutions that drive mission success and operational excellence for Federal Government organizations. PSI has a need for a Mission Planning Systems Engineer (MPSE) at Cannon AFB in Clovis, New Mexico. Mission Planning is an essential component for the execution of AFSOC missions. Specialized expertise and familiarity with the CV-22 is necessary to effectively support this function. MPSEs provide in-garrison support of aircraft systems and the IT components that interface with them to conduct operations. MPSEs are a critical support element for the operations and maintenance of mission planning IT capabilities wherever they may occur throughout the globe and these needs extend to AFSOC’s CV-22 units. The contractor shall provide Mission Planning support and instruction to accomplish tasks.

Requirements

  • Mission planning experience and technical skills qualifications with applicable experience specific to military aviation, including a DoDM 8140.03 IAT Level II certification.
  • Active T3 investigation, with the ability to obtain and maintain necessary security clearances for access to classified information.
  • Detailed knowledge of AFSOC operations and tactics.
  • Minimum of five (5) years operational experience with or supporting navigation and mission planning techniques including preparation and check out of flight plans for aircraft weapons systems.
  • Familiarity with the CV-22 tactical Standard Operating Procedures (SOP) and mission guides.
  • Bachelor's degree from a four-year college or university in CS, IS, Engineering or related discipline or Tech School Cert related to CS or equivalent military training.
  • Knowledge of SOF: Aviation Organizations, Intel Structure, Functions and Procedures, Command Relationships, Operational Experience.
  • Familiarity with a wide range of AFSOC weapon systems and possess in-depth, first-hand mission planning skills and knowledge related to AFSOC deployment environments.
  • Technical Computer Skills/Experience with SAMS-ESA, PFPS, XPlan, CAPS, VMPS, WinFPM, IMOM, VDAP, ATAK, WINTAK.
  • Ability to maintain a high level of training proficiency and excellence.
  • Ability to develop processes and techniques to enhance the CV-22 Mission Planning System (VMPS) and reduce workload for other CV-22 mission planning support contractors.
  • Detailed working knowledge of processes and procedures for using automated tools to plan, support, and execute special operations roles for mission planning.
  • In-depth knowledge of the unified command structure, joint doctrine, and joint policies.

Responsibilities

  • Perform all standard duties and responsibilities associated with the MPSE role.
  • Provide support at and travel to on-site locations, exercise locations, simulator facilities, deployed locations, and test locations to support CV-22 needs.
  • Learn the CV-22 Mission Planning System (MPS) theory, functions, and operations.
  • Instruct CV-22 aircrew members and intelligence personnel on the practical operations of all CV-22 Mission Planning System (MPS) planning modules.
  • Facilitate planning efforts undertaken by CV-22 aircrew members and intelligence personnel in support of training, test operations, exercises, and real-world operations.
  • Observe mission planning actions and activities of CV-22 aircrew members and intelligence personnel, categorizing and analyzing them for patterns of success and recurring difficulties.
  • Document and report observations of success and difficulty patterns to Government officials including operational squadron leadership and CV-22 mission planning software managers.
  • Propose potential software improvements to mitigate observed difficulties during mission planning efforts.
  • Consult with CV-22 mission planning software designers and programmers regarding identified difficulties and proposed software improvement solutions.
  • Provide direct support for ground and flight test organizations and activities associated with mission system modifications.
  • Support test organizations in reviewing and assessing operational impacts to the CV-22 mission planning system modifications and participate in the CV-22 Software Change Review Board as required.
