About The Position

Under general direction from the CSCHS-Chief Financial Officer (CSCHS-CFO), the CSCHS-Deputy Chief Financial Officer (CSCHS-Deputy CFO) oversees financial operations of one or more parts of the Health System. This role is critical in ensuring the fiscal integrity of the organization and maintaining compliance with public healthcare funding and regulatory requirements. The CSCHS-Deputy CFO provides leadership in accounting, financial planning and performance, budgeting, revenue cycle operations, managed care and supplemental directed payment revenues, and the management of financial staff, ensuring the Health System's financial goals are met.

Requirements

• Bachelor's degree in accounting, finance, or business administration.
• Approximately 5 to 10 years of responsible senior level experience managing staff and functions within the accounting department or financial administration in a complex health care organization.
• Experience within a teaching hospital and a CPA are highly desirable.

Responsibilities

• Develops and implements financial strategies, policies, and procedures to support Health System's mission and objectives.
• Assists the CSCHS-CFO in overseeing the Revenue Cycle Management (RCM) operations, including billing, collections, and reimbursement processes.
• Monitors revenue streams, including managed care capitation payments, supplemental payments, and other healthcare revenues, ensuring accurate recording and reporting.
• Works closely with the Revenue Cycle Director in developing and implementing strategies aimed at enhancing net revenue from patient billing.
• Ensures timely and accurate preparation of financial reports, including monthly financial statements, budget reports, and external audits.
• Collaborates with the CSCHS-CFO in implementing process improvements to optimize revenue generation and collection efficiency.
• Serves as acting CSCHS-CFO in their absence, providing continuity in leadership and decision-making.
• Oversees the preparation of operating and capital budgets, working closely with department heads to ensure alignment with hospital priorities.
• Participates in capital planning and ensures proper financial controls are in place for hospital investments and projects.
• Conducts financial forecasting and variance analysis, providing recommendations to improve financial performance.
• Directs the long-term financial planning and participates in developing strategies to ensure fiscal sustainability.
• Oversees compliance with federal, state, and local regulations, including public healthcare funding requirements and hospital financial reporting obligations.
• Leads in the development, implementation, and management of initiatives to improve the operational and financial performance of operating departments.
• Collaborates with department heads, clinical staff, and operational leaders to provide financial insights that support operational and strategic decision-making.
• Works with medical and operational leaders throughout the Health System to drive the adoption of financial management practices which improve efficiency.
• Assists the CSCHS-CFO in identifying and implementing cost-reduction initiatives, including optimizing operational efficiencies and managing expenses.
• Monitors cash flows, and financial risks, recommending strategies to improve financial stability.
• Represents the Department and the CSCHS-CFO on committees and other ad-hoc teams of operational, administrative and medical leaders within the Health System.
• Responsible for development and maintenance of administrative policies and procedures, reporting systems, and controls to ensure the effective operation of all aspects of the Health System Finance.
• Takes a leading role in training and professional development programs for Health System Finance staff and for Health System staff with financial oversight responsibilities.
• Engages with external partners, including public funding agencies, auditors, and regulators, to ensure financial compliance and transparency.
• Represents Health System Finance and the County on state and federal-level boards and commissions that administer funding under Medicare, Medicaid, and other government funding programs.
• May assume Disaster Service Worker duties, as required.
• Assumes other related responsibilities, as assigned.
