This position is part of the Homeland Security Section, within the Division of North Carolina Emergency Management, and reports to the Assistant Director of the Homeland Security Section. This position is detailed to the NC Information Sharing and Analysis Center (NCISAAC) and is directed by NCSBI supervisory personnel when conducting intelligence analysis functions or others duties pertinent to NCISAAC. This position is focused on local, state, and federal critical infrastructure cyber-security preparedness, mitigation, response, and recovery through training and assistance; strategic planning; investigative and intelligence support to local, state, and federal public safety and intelligence agencies; and technical augmentation for response to impacted jurisdictions. This position is a professional analytical position focused on supporting the mission of intelligence gathering and threat identification. The position conducts and manages data research projects; assists in the development of threat assessments and trend analysis regarding threats to critical infrastructure in North Carolina; and reviews and distills intelligence information to ensure accuracy and proper dissemination. This position is assigned strategic planning projects requiring close coordination with other state, local, and federal agencies; and requiring development of threat assessment bulletins, relevant analysis documents, and other tasks, as assigned. This position is focused on supporting critical infrastructure, to include the state’s education sector and cyber space, however, this role may be expanded to support other designated critical infrastructure needs. During activations of the State Emergency Response Team, or the Intelligence Operations Center the position will perform duties as directed by the Homeland Security Chief, NCSBI Supervisory personnel, or the SERT Leader. During emergencies/disasters; planned events and/or incidents, this position may be required to work overtime, overnight, weekend or holiday hours with minimal notice. Performs other duties as assigned. The selected candidate must be able to pass a rigorous security clearance process, to include a background investigation and polygraph as required for employees assigned to the Information Sharing and Analysis Center (ISAAC). A final offer of employment will be contingent on successful completion of all required screening. Candidate must have the ability to obtain a U.S. Department of Homeland Security National Security Clearance at the SECRET level within 12 months of hire and maintain it throughout employment.
