About The Position

The Crime Intelligence Analyst works under general supervision within the Police Department, reporting to the Criminal Investigations Lieutenant. This role is responsible for performing crime and intelligence analysis, including reporting and presenting crime information, statistical trends, and criminal intelligence gatherings. The analyst participates in work activities and performs administrative and technical tasks associated with assigned responsibilities, but does not exercise supervisory duties.

Requirements

  • United States citizen.
  • 5 years of experience in public administration, law enforcement or related field; or equivalent experience.
  • Satisfactory results of background and employment screening checks including physical exam, psychological evaluation, and drug screening.
  • Have and maintain a clear and valid Texas Class C or higher driver's license and an acceptable driving record.
  • Proficient knowledge of law enforcement operations and procedures, and the functions and organization of local, state, and federal government.
  • Proficient knowledge of law enforcement systems and software, crime analysis methodologies and practices, statistical research and reporting methods, techniques, and procedures.
  • Skill in utilizing a personal computer and associated software programs, such as GIS, ARC and graphic design concepts including mapping and plotting.
  • Ability to interpret, compare and analyze law enforcement information.
  • Ability to establish and maintain effective working relationships with co-workers, management, and the public.
  • Ability to work independently, with minimal supervision using rational judgment in making work related decisions.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to deliver formal presentations to small and large groups.
  • Ability to perform all physical requirements of the position.
  • Must secure and maintain a favorable background investigation from the Converse Police Department and maintain CJIS eligibility.
  • May be required to work more than 40 hours during the workweek.
  • Ability to maintain a professional demeanor; consistently demonstrate maturity, honesty, and integrity.
  • Ability to remember details, organize the sequence of events, and document detailed accounts in writing.
  • Ability to be punctual and regular in attendance and to work weekends, holidays, rotating shifts and overtime, as required.
  • Ability to respond in-person to emergency events as required.
  • Effective oral and written communications skills.
  • Ability to speak, read, write, and understand the English language; good public speaking and presentation skills.
  • Establish and maintain effective, cooperative working relationships with coworkers, city employees, officials, and representatives from other local, state and federal agencies.
  • Significant working knowledge of department's coverage area and the surrounding areas.
  • Working knowledge of department-owned equipment and ability to perform inspections and light routine maintenance.
  • Ability to understand and follow the Department's and City's policies and procedures including those related to chain of command reporting.
  • Ability to maintain accurate logs, activity reports and other records.
  • Must maintain certifications and licenses necessary.

Responsibilities

  • Collect, analyze, and distribute raw data extracted from numerous law enforcement data sources and compile data into viable criminal intelligence information for investigative and planning purposes.
  • Collect and coordinate information and intelligence; organize, analyze and prioritize; determine reliability and validity.
  • Develop link analysis, time/temporal analysis, telephone toll analysis, criminal threat analysis, crime incidents maps, or computerized charts to organize investigations.
  • Prepare case reports, charts, graphs and maps congruent with established procedures for management review as well as police command and field operations use.
  • Facilitate the transfer of crime information between local and regional facilities.
  • Maintains intelligence database, indexes findings, and reviews publications.
  • May testify regarding the methodology employed in casework findings in court or official proceedings, as needed.
  • Attend and participate in scheduled departmental and professional meetings.
  • Perform related duties and fulfill responsibilities as required.
  • Think quickly, maintain self-control, and adapt quickly and to stressful situations.
  • Operate basic police equipment (including but not limited to cameras, recorders, personal computer, and laptop).
  • Visit businesses such as banks, markets, department stores, service stations, and other types to establish good public relations.
  • Attend and conduct meetings as required.
  • Use good judgment in all decision-making and in carrying out all job duties.
  • Meet with Police and others to identify and resolve problems and concerns.
  • Be helpful, cooperative and courteous, and demonstrate a good attitude in all dealings with the public, co-workers and others.
  • Be punctual and in attendance on a regular basis.
  • Demonstrate initiative and diligence in the prompt and proper completion of all job duties, whether or not listed in this Job Description.
  • Safeguard City property and recognize and report needed repairs.
  • Work safely, follow safety rules and training, and maintain a clean, safe and healthful working environment.
  • Maintain appropriate confidentiality with regard to Police and other City business.
  • Perform other duties as assigned by the CID Lieutenant or others in charge.
