About The Position

The Community Reinvestment Act (CRA) Officer is responsible for developing, implementing, administering, and monitoring the CRA Compliance Program for a Large Bank. This role ensures adherence to CRA provisions, aiming to meet the credit needs of diverse communities, including low and moderate-income individuals and neighborhoods. The CRA Officer acts as the primary contact for CRA-related issues, fostering relationships with community organizations and ensuring compliance with federal regulations.

Requirements

  • Strong competency in Microsoft Office and ability to learn Google Workspace (G Suite).
  • Knowledge of consumer, mortgage, and small business lending operations and services.
  • Knowledge of federal banking regulations, particularly the CRA (Regulation BB).
  • Well-organized, efficient, detail-oriented, and able to work independently.
  • Ability to conduct thorough research and interpret laws and regulations.
  • Combination of leadership, organizational, credit, and communication skills.
  • Knowledge of CRA programs, affordable housing mortgages, and community development activities.
  • Bachelor's degree and two or more years of CRA-related experience for a Large Bank.

Responsibilities

  • Maintain the Large Banks CRA strategic program and goals to ensure alignment with the Banks overall strategy.
  • Perform periodic reviews of the Large Banks assessment areas to ensure reasonableness of the delineation and present changes for Board approval.
  • Prepare CRA Self-Assessment annually to achieve an overall Satisfactory CRA Rating.
  • Supervise the CRA Community Development staff and support their development.
  • Ensure filing of an error-free CRA-LR by the annual March 1st deadline.
  • Coordinate annual CRA training for all bank personnel and the Board of Directors in conjunction with the Training Manager and Directors of Compliance and Community Development.
  • Ensure compliance with all CRA regulations and exceed expectations of the regulatory agency.
  • Oversee data collection, review, integrity, and reporting for small business, small farm, and community development loans.
  • Assist CRA Community Development Specialist in reviewing and documenting qualifying CD Loans, Donations, Investments, and Service Hours.
  • Analyze and monitor the bank's performance regarding loan penetration in assessment areas and report findings to the Community Development Committee.
  • Review marketing materials to ensure outreach to low and moderate-income communities.
  • Develop CRA programs to meet credit needs in assessment areas.
  • Manage community investment special programs through the FHLB Dallas.
  • Generate statistical data to inform sales and marketing campaigns for CRA qualified loans.
  • Engage employees in community development services with nonprofit organizations.
  • Coordinate financial education activities through ABA and MBA programs.
  • Serve as the liaison with auditors and examiners during CRA Audits and Federal Examinations.
