About The Position

Under direct supervision, perform a variety of technical and clerical administrative duties required in the Covenant Administration Department. These duties include, but are not limited to: responding to inquiries related to covenants, reviewing property improvement applications, preparation for evening meetings, process permits and receipts, collecting fees and maintaining accurate computer records. Routinely answer questions regarding covenant enforcement and Standards requirements and attend Development Standards Committee meetings twice a month (in the evenings). Perform related work as required.

Requirements

  • High school diploma or General Education Degree (GED).
  • Two (2) years of related experience and/or training; or equivalent combination of education and experience.
  • Must possess or obtain within first ninety (90) days of employment a valid Texas CDL driver's license and meet the driver safety policy requirements.
  • Must obtain certification in open meetings under the Attorney General’s Public Information Act.
  • Must be able to work evening meetings as required.
  • Knowledge of Database software, Spreadsheet Software, Power Point software and Word Processing software.
  • Ability to read and interpret documents such as Covenants, Standards, Building Code, safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of the organization.
  • Ability to calculate figures, percentages, read maps, scale and building plans and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to define problem, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Nice To Haves

  • Three (3) years of responsible fast-paced office support work performing a variety of clerical, customer service, problem solving, technical and administrative or technical duties preferred.
  • Knowledge of AutoCAD is a plus.

Responsibilities

  • Assist with preparation of database reports and information for the department and the Plan Review Committees and their meetings.
  • Correspond with the public regarding Covenant Administration matters.
  • Participate in permit and enforcement processing in attempt to resolve inspections and/or permit and enforcement problems with owners, neighbors, or other agents (inspectors, contractors, property managers, etc.).
  • Maintain files, prepare notices, reports, permits, compliance notices, and routine correspondence.
  • Provide documentation and processing of Just FOIA and other open records requests.
  • Investigate and respond to a variety of inquiries, complaints, and request for services.
  • Assist with Open Records requests and complaints filed through various Township platforms.
  • Assist in reviewing applications or enforcement matters for submittal to assure items are technically complete prior to acceptance; and for enforcement to include all required exhibits, case summaries, timelines, and fees.
  • Generate statistical and informational reports by assimilating data from multiple sources.
  • Provide preliminary assistance and review of the Standards, Covenants, and Building Code compliance.
  • Maintain up-to-date knowledge and understanding of the Covenants and Standards for each of the Associations in order to properly assess and respond to complaints, requests for improvement and information.
  • Perform site inspections and assist with complaints and applications for improvement, regarding the residential or commercial areas within The Woodlands.
  • Coordinate process to ensure timeliness of all communications.
  • Maintain files, prepare notices and routine correspondence and report preparation.
  • Work cross-functionally with other units of the Covenant Administration Department as needed.
  • Assist and support the Covenant Administration Director on items related to the general department.
  • Query system-wide reports and provide analysis and documentation for weekly monthly and quarterly reports.
  • Assist Director in preparing documents for the Plan Review Committees and the Township Board of Directors on matters related to Covenant Administration.
  • Order food and maintain records or purchases in the database for The Development Standards Committee as well as other community-wide events Covenant Administration is involved in.
  • Provide accurate records and database entries for department-issued American Express cards, check requests and refunds, invoices, and purchase orders.
  • Manage, record, and maintain all court-recorded documents generated from the department.
  • Maintain CAD Calendar including: on call, meeting dates, and deadlines.
  • Provide assistance and processing of all Estoppels.
  • Provide back up support for all Inspection Communication and Reports for Third Party Inspections.
  • Provide back up support for Plan Review Committee meetings.
  • Provide department support for travel forms, reimbursement and reconciliations
  • Order and maintain record of office supplies.
  • Performs other duties as assigned.
