About The Position

Under direct supervision of the Covenant Administration Supervisor, this position will provide for the consistent and accurate enforcement of The Woodlands Covenants through direct contact with the public, contractors, and committee members. Provide a high level of customer service and administrative assistance in support of the supervisor and architectural review and appeal committees.

Requirements

  • High School diploma or General Education Degree (GED).
  • Two (2) years of related experience and/or training; or equivalent combination of education and experience.
  • Must possess or obtain a valid Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
  • Must obtain certification in open meetings under the Attorney General’s Public Information Act.
  • To perform this job successfully, an individual should have knowledge of Database software (Tyler); Spreadsheet software and Word Processing software; Microsoft Office proficient. AutoCAD.
  • Ability to read, analyze, and interpret documents such as Covenants, Standards, building codes, safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
  • Ability to calculate figures, percentages, read maps, scale and building plans and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to define problem, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Responsibilities

  • Review and process documents (permits and notices) for staff, subcommittee and committee.
  • Recommend improvements in workflow, procedures, and use of equipment and forms.
  • Participate in the implementation of departmental goals.
  • Respond to inquiries from the community, resident concerns, property owner inquiries, and general questions regarding deed restriction permits and/or violations, investigating and carrying through with permitting and abatement procedures.
  • Maintain up-to-date knowledge and understanding of the Covenants, Standards and Codes for each of the associations to assess and respond to complaints, compliance, requests for improvement, applications, and plan review.
  • Communicate and provide information to property owners, developers, and other interested parties.
  • Participate in plan review meetings, community and neighborhood events, disseminating educational materials designed to secure pro-active compliance with the covenants.
  • Review technical plans and verify the accuracy and completeness of information. Ability to read and interpret documents such as Covenants, development standards, building codes, plans, blueprints, drawings, diagrams, and technical documents.
  • Prepare committee agendas and associated materials; assure public notification of meetings and notices to affected property owners in compliance with adopted procedures. Arrange meeting logistics; transcribe meeting minutes; provide staff support; produce surveys, maps, plats, pictures, and other necessary evidence. Assure compliance with Open Meetings requirements.
  • Implement and maintain accurate and effective record keeping systems to record elements of the enforcement, review, approval, and appeal process such as decisions made, conditions required, actions to be taken, etc.
  • Assist with gathering records and documents for Meetings, Trials and Open Records Requests
  • Conduct research, assess and evaluate findings, and present findings to management.
  • Identify resource needs and develop action plan; set up plans and procedures for achieving objectives.
  • Work cross-functionally with other units of the Covenant Administration Department as needed.
  • Maintain accurate data entry and updated workflows in the Department Database.
  • Performs other duties as assigned.
  • Assist and support the Covenant Administration Supervisor and Director on items related to the Commercial unit/division.
  • Prepare documents for submission to the Commercial Subcommittees and Variance Committee for permitting and enforcement.
  • Issue notices of violation and permitting and any associated documents, including correspondence with owners, landlords, property management, affected neighbors and any interested parties.
  • Attend and Participate in Community Development Events catered to Commercial properties.
  • Occasionally attend Plan Review Meetings.
  • Commercial Villages meet the First and Third Wednesdays of every Month. Attendance is as assigned.
