About The Position

The Second Judicial District is accepting applications for a Court Operations Supervisor in the Customer Service Unit. This is a highly responsible position that provides work direction and supervision to court staff in the Criminal Court Division in the Second Judicial District. Work involves supervising Criminal and Traffic Court Customer Service Operations located in the Ramsey County Kellogg Courthouse, Suburban Courthouse, and Law Enforcement Center.   A successful candidate will have highly effective communication skills, demonstrate exceptional customer service expertise, and confidently manage high-volume workloads. This position requires the ability to make sound, independent judgement and decisions, and to interact with diverse populations including coworkers, judges, stakeholders, attorneys, case parties, and the public. This position is located in the Second Judicial District Courthouse, 15 W. Kellogg Blvd, St. Paul, MN 55102. Work is performed under the general supervision of the Criminal Division Customer Service Manager. This is a hybrid role working both onsite and remotely, depending on business needs. Onsite work may be required at any of the Courthouse locations within Ramsey County, including the Suburban Courthouse and Law Enforcement Center. Travel between multiple locations during the day may be required. A reliable internet connection will be required if working remotely.

Requirements

  • Graduation from an approved high school or equivalent.
  • Minimum of three (3) years of experience in court operations, legal setting, or a customer-facing supervisory role.
  • Experience working in customer service environment.
  • One year experience in a leadership role providing work direction and/or training oversight.
  • Knowledge of effective supervisory and management techniques, employee development and performance management.
  • Ability to make work decisions in accordance with law, rules, and departmental policies and procedures.
  • Knowledge of court procedures, policies, legal documents, laws and legal factors pertaining to the area of assignment. Including financial and accounting techniques and policies.
  • Ability to read and interpret legal documents of varying types and complexity.
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Ability and willingness to work in a high-volume, detailed and fast-paced work environment. Including exceptional organization, problem solving, and prioritization skills.
  • Exceptional customer service and interpersonal skills, including the ability to diffuse difficult customer service interactions, and the use of plain language when communicating with customers.
  • Ability to effectively implement, troubleshoot, and utilize new technology.
  • Ability to establish and maintain effective working relationships with direct reports, coworkers, justice partners, judicial officers, customers, and others.
  • Knowledge in developing and implementing best practices to optimize workflows and improve efficiencies.

Nice To Haves

  • Associate or bachelor’s degree in business, public administration, management, criminal justice, or related field.
  • Knowledge of the Minnesota Court Information System (MNCIS).
  • Two or more years leadership experience or graduation from a Leadership Development Program (Minnesota Judicial Branch examples: EDGE, LEAD, Merging Minds or Development in Action).

Responsibilities

  • Direct supervision and coordination of all Customer Service Court Operations Associate, Court Operations Specialist, and Court Operations Leadworker staff at the Kellogg and Suburban Courthouses who are responsible for providing court customer service at the counters and via the phones, accepting paper filings, and performing financial activities.
  • Assign, direct, supervise, and coordinate the work of subordinate staff, ensuring that work is equitably distributed, completed within time requirements, and prioritized appropriately.
  • Ensure compliance with financial policies and procedures.
  • Evaluate procedures for accuracy and efficiency; create and update procedures to comply with statutes, bench policy, and division protocols.
  • Hires, coaches, mentors, develops, and evaluates performance of staff according to established standards, sets work expectations, manages performance, and administers discipline as needed.
  • Complete report management for daily operations and quality assurance needs.
  • Collaborates with division management team to develop, recommend, and implement new policies and processes to comply with current statutes and regulations as they pertain to the work area and simplify work processes.
  • Strategic Planning, including setting goals, developing project recommendations, and providing feedback.
  • Participate and represent the division on workgroups, committees, and project teams.
  • Resource and contact for justice partners, including law enforcement, and judicial officers regarding criminal customer service and financial processes and procedures.
