This position is located in the First Circuit, Administrative Services Division, Human Resources (HR) Unit. The primary function of this position is that of a staff specialist and supervisor of HR Unit 2. Duties and responsibilities include assisting the Chief Court Administrator and higher-level Court Operations Specialists in researching, investigating and following up on personnel matters such as attendance and leave management, abandonment, substandard performance, overpayment, workers compensation, etc. The position develops, recommends, evaluates, reviews, and revises policies, procedures, methods, and/or techniques focused on personnel matters within the First Circuit; develops systems and methods to implement objectives; develops manuals, guidelines, policies, and procedures involving programs and operations; researches, plans and coordinates new projects; and evaluates effectiveness and adequacy of program standards and makes recommendations for changes. The incumbent is responsible for providing strategic HR leadership, supervision, and operational oversight. In addition, this position focuses on improving HR processes and managing the day-to-day operations of the HR unit. The incumbent serves as a key resource for employees and management in addressing HR-related matters.
