About The Position

The Second Judicial District is accepting applications for Court Operations Manager in the Customer Service Unit. This is highly responsible advanced supervisory and administrative work in the Criminal Court Division of the Second Judicial District. Work involves managing Criminal and Traffic Court Customer Service Operations located in the Ramsey County/City Hall, Law Enforcement Center, and Suburban Courthouses. This position exercises considerable independent judgment, initiative and discretion in developing work methods and operating procedures to implement established judicial system and district policies. The Court Operations Manager is permitted substantial latitude in organizing staff, designing and modifying procedures, determining priorities and work methods, and in resolving operational issues. Work is performed independently within procedural and statutory guidelines under the general supervision of the Criminal Division Administrator.

Requirements

  • Graduation from an approved high school or equivalent
  • Minimum of four years of experience supervising and leading staff.
  • Minimum of four years of experience in customer service environment.
  • Experience working in court administration, court operations, or legal setting, particularly in criminal justice field.
  • Proficiency with Microsoft Word, Excel, SharePoint, and Outlook
  • Demonstrated ability to exercise independent judgement and manage complex operations
  • Experience working in an environment managing multiple competing demands.
  • Thorough knowledge of court procedures and policies, legal documents, laws and legal factors pertaining to the court area of assignment.
  • Thorough knowledge of the organization, operations, functions, and scope of authority of customer service and hearing officer operations.
  • Thorough knowledge of effective supervisory and management techniques.
  • Thorough knowledge of financial and accounting techniques and policies including grant management.
  • Ability to make decisions in accordance with laws, regulations and departmental policies and procedures.
  • Ability to maintain a variety of complex records and prepare reports from such records.
  • Exceptional customer-service related skills, including de-escalation techniques and the ability to explain complex concepts in understandable manner.
  • Ability to plan, assign and supervise work of subordinate employees engaged in a variety of activities.
  • Ability to express ideas, concerns and recommendations concisely and clearly, orally and in writing.

Responsibilities

  • Directly supervises, through subordinate staff, all customer service and financial activities of the criminal division in a large branch court and high-volume court division.
  • Directs, oversees, and coordinates the work of subordinate staff of the unit.
  • Supervises court customer service counters and phones at the Kellogg Courthouse/City Hall, Law Enforcement Center and Suburban Courthouse.
  • Manages Hearing Officer operations.
  • Participates in strategic planning for the department and implements plans where appropriate.
  • Directs workflow within the unit to ensure work is evenly distributed, priority work is handled promptly, and deadlines are met.
  • Develops, recommends, and implements new policies and procedures to comply with current statutes and regulations as they pertain to the division; and simplify work processes to improve efficiency.
  • Provides orientation, training and mentoring to staff members regarding new rules, legislation, branch initiatives, and projects.
  • Interprets statutes, rules, and orders and provides process direction and/or recommendations.
  • Supervises the preparation and timely dispatch of statistical reports, state and county financial reports as may be required or requested.
  • Project management and implementation for customer-service related initiatives and new technologies.
  • Manages, directs, and coordinates work through subordinate staff responsible for financial transactions and reporting, hearing office operations, and customer service access throughout Ramsey County.
  • Oversees the day-to-day operations of customer service, ensuring accurate, timely and efficient customer services.
  • Directs and balances workflow to ensure equitable and efficient distribution of work, timely handling of priority matters, and compliance with statutory and court-ordered deadlines.
  • Serves as liaison between the court and justice agencies. Including law enforcement, city prosecutors and county attorney office regarding financial and operational workflows.
  • Supervises the preparation of court records, documents, and information for distribution to the general public, partner agencies, and judges.
  • Monitors data processing for accuracy.
  • Manage the Hearing Office, ensure efficient and accurate hearing and case processing. Provide statistical analysis of Hearing Office operations; provide recommendations for changes and/or expansion.
  • Participates in strategic planning for the division and implements approved initiatives related to customer service.
  • Develops, recommends, and implements policies and procedures to comply with statutes, court rules, and judicial orders.
  • Provides leadership and guidance to staff regarding new legislation, court rules, and procedural changes impacting customer service.
  • Reviews performance, backlog, and exception reports; identify trends and implements corrective action as needed.
  • Oversees staffing functions including hiring, training, evaluation, discipline, and development of subordinate employees.
  • Coordinates with district leadership and State Court Administration on technology initiatives, court processes and data integrity.
