About The Position

At HNTB, the County GEC Senior Project Manager role is dedicated to GEC County Road Bond Programs, focusing on leading a team that manages professional service providers for transportation infrastructure projects in the Central Texas Area. This position involves overseeing and guiding project consultants to ensure projects meet contractual obligations, stay within budget, and adhere to timelines. Key responsibilities include managing the planning and design plan review process, right-of-way and utility coordination, and coordinating bids for local projects. The Senior Project Manager will lead regular meetings with consultants and clients, serving as a liaison between the client, local agencies, and other relevant parties to ensure smooth communication and project progress. The role also requires reviewing project plans for regulatory compliance and scrutinizing consultant contracts to protect client interests. The ideal candidate will possess a deep understanding of client needs and Bond Program requirements related to project deliverables. This opportunity involves managing projects through their entire lifecycle, from developing scope and technical sections of proposal and procurement documents to participating in contract negotiations and overseeing project delivery to achieve HNTB’s "4 for 4 performance" (quality work, on time, on budget, and client satisfaction). The position proactively manages budget, schedule, technical requirements, contractual obligations, and client communications. It also entails high-level technical tasks, including managing and reviewing design-related specifications, calculations, reports, and plans, and coordinating with internal and external cross-discipline teams to resolve design issues. This role typically manages multi-disciplinary project teams for mini-mega ($1M to <$5M) or mega ($5M to < $25M) projects, or may serve in a key discipline lead role on a super mega (> $25M) project management team.

Requirements

  • Bachelor’s degree in Engineering
  • 12 years of relevant experience
  • 4 years of successful management of engineering projects
  • Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on multi-disciplined or large/complex projects
  • Identifying and handling risk and change management independently
  • Leading large teams inside and outside of HNTB using sub-consultants
  • Using system tools to manage, monitor, and deliver complex projects
  • Leading HNTB Sophisticated processes as applicable to the project
  • Serving as the lead interface with the client
  • Deploying talent to other projects and developing successors to work with same client on other work

Responsibilities

  • Lead a team managing professional service providers to deliver transportation infrastructure projects ranging in size and complexity in the Central Texas Area.
  • Assist with overseeing and guiding project consultants on designated projects, ensuring they meet contractual obligations, stay within budget, and adhere to the project timeline.
  • Manage the planning and design plan review process.
  • Manage the right of way and utility coordination process.
  • Coordinate bids for local projects.
  • Lead regular meetings with consultants and clients to foster effective collaboration.
  • Serve as a liaison between the client, local agencies, and other relevant parties, ensuring smooth communication and project progress.
  • Review project plans for regulatory compliance and scrutinize consultant contracts to safeguard client interests.
  • Manage assigned project(s) throughout their full lifecycle including developing the scope and technical sections of proposal and procurement documents to participating in contract negotiations and overseeing the delivery of the project plan to successfully accomplish HNTB’s 4 for 4 performance: delivery of quality work, on time, on budget and to the client’s satisfaction on every project.
  • Proactively manage the budget, schedule, technical requirements, contractual obligations, and client communications in support of the project’s objectives.
  • Provide high level technical tasks while managing and reviewing design related specifications, calculations, reports and plans.
  • Coordinate with internal and external partners including cross-discipline and functional teams to address and problem solve design related issues or concerns.
  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
  • Serve as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction.
  • Lead client contract scoping and negotiations.
  • Perform technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.
  • Implement the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project.
  • Lead the development and the execution of the project management plan.
  • Supervise and mentor team to overall project objectives.
  • Responsible for/oversees project staffing, including, but not limited to; recruitment, development, retention and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
  • Partner with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA).
  • Work with the project team and marketing resources to prepare appropriate proposal and presentation materials.
  • Lead proposal development and interview presentations for strategic, mini-mega or mega projects to the client as well as general presentations within the industry and community.
  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
  • Perform other duties as assigned.
