Opportunity for an experienced Counter-Network Domain SME to join a mission-critical IT operations program supporting U.S. Customs and Border Protection (CBP). Your expertise will be instrumental in developing actionable intelligence products, supporting predictive modeling, and collaborating with internal and external stakeholders to advance CBP’s layered defense strategy. You will serve as a senior advisor to program leadership, CBP stakeholders, and agile development teams, translating complex counter-network operations and targeting requirements into actionable analytic solutions. As part of an agile team, and counter-network domain subject matter expert, you will: Lead domain validation of all counter‑network predictive models, targeting rules, and risk‑scoring algorithms to ensure they accurately reflect real‑world threat behaviors, network structures, and CBP operational priorities. Provide subject matter expertise on transnational criminal organizations (TCOs), illicit facilitation networks, threat‑actor behaviors, and network‑based targeting methodologies. Advise modeling teams on domain‑specific requirements for AI/ML model development, including behavioral indicators, network features, relationship mappings, and mission‑relevant performance thresholds. Review and validate analytic products, dashboards, network visualizations, and targeting outputs to confirm they accurately represent threat networks, linkages, and operational relevance. Identify intelligence gaps in current counter‑network targeting methodologies and recommend model refinements, enriched data sources, or advanced analytic approaches to enhance detection of emerging threat networks and illicit pathways. MEANINGFUL WORK AND PERSONAL IMPACT Your expertise will contribute to identifying, disrupting, and mitigating threats posed by illicit networks, TCOs, and other hostile actors. Key responsibilities include: Performing in‑depth research and analysis of illicit networks, facilitator relationships, travel patterns, communication linkages, and behavioral indicators to identify anomalies and potential threats. Supporting predictive modeling and machine learning initiatives to enhance network-based targeting accuracy, including developing and refining rule sets, behavioral signatures, and network-centric targeting concepts. Conducting entity resolution and data mining across large, multi‑source datasets to improve identification of high‑risk individuals, facilitators, and network nodes. Utilizing big‑data platforms and advanced query techniques (SQL and non‑SQL) to extract, link, and analyze information relevant to transnational threat networks. Producing and reviewing regular and ad‑hoc intelligence products, including network assessments, trend analyses, targeting recommendations, and executive briefings for senior CBP leadership. Coordinating with CBP and Intelligence Community partners to integrate classified and unclassified data sources, network intelligence, and analytic findings for comprehensive threat assessments. Supporting cloud migration efforts for network‑analysis platforms and data systems, ensuring analytic workflows and data dependencies transition effectively to cloud environments. Performing deep‑dive analysis of threat‑network behaviors, cross-border facilitation patterns, operational indicators, and anomaly signatures to identify high‑risk actors and emerging illicit methodologies.
