About The Position
The Council Policy Analyst position is a full-time, at-will role that plays a crucial part in supporting the legislative process, policy work, committee meetings, and work sessions of the 2025 City Council. This position is exempt from Civil Service and operates under the discretion of the hiring authority, adhering to the City of Portland Human Resources Administrative Rules and the Portland City Charter and Code. The work schedule is hybrid, allowing for both in-person and remote work, with a typical workweek from Monday to Friday, 8 AM to 5 PM, although occasional evening work may be required. The employee will primarily report to the Portland Building located at 1120 SW 5th Ave, Portland, OR, and will transition to City Hall after construction is completed. Remote work must be conducted within Oregon or Washington. As a Council Policy Analyst, you will be responsible for conducting policy research and analysis, drafting briefings, and presenting findings to City Councilors. You will work closely with the Council Operations Manager and coordinate with the City Administrator and various city staff to prepare for City Council committee meetings and work sessions. The role requires a high level of political acumen, as you will need to navigate politically sensitive issues while remaining impartial and non-partisan. You will have the authority to structure and approach policy research, elevate policy options, and make recommendations to enhance the legislative process. Your responsibilities will include providing advanced policy research and analysis, conducting qualitative and quantitative evaluations of policy options, and supporting clear communication with Councilors and other stakeholders. You will also draft proposed legislation and amendments, liaise with the Council President and Vice President, and act as a technical expert in the City's legislative process. This position is vital for ensuring that the City Council's legislative agenda is advanced effectively and in compliance with all applicable laws and regulations.
