We have an opening for a Cost/Price Analyst. You will perform financial, cost, and price analysis in support of a wide range of procurements with varying complexity, including research and development, construction, equipment, systems, materials, supplies, and services. You will perform reviews of contractors’ accounting, timekeeping and estimating systems in accordance with applicable accounting principles and regulations to support purchasing activities. This position is in the Procurement Department in the Business Directorate. This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will Apply and interpret complex procurement policies and regulations, ensuring compliance with DOE/NNSA requirements and internal business standards while serving as the subject matter expert on cost/price analysis, cost allowability, and accounting system requirements. Perform pre-award financial and cost/price analysis of contractors’ proposals. Provide guidance on pricing and assistance in determining reasonableness of price. Assist with developing negotiation strategies for complex contracts and/or agreements. Determine final allowable costs of subcontracts and complete closeout of subcontract files. Assess financial statements and financial viability of suppliers, providing recommendations to procurement personnel on the financial responsibility of suppliers. Analyze subcontractors’ accounting and timekeeping systems and determine ability to meet requirements for complying with government procurement rules and regulations. Participate on Buying Teams and Contract Review Boards as the cost/price and financial analysis subject matter expert. Prepare written reports, presentations and memos detailing the results of analyses and summary of recommendations. Analyze and interpret data with multiple factors and criteria; independently selects methods and techniques to develop practical solutions to solve complex and diverse problems. Perform other duties as assigned. Additional job responsibilities, at the F04.4 level Perform analysis and provide advice and guidance on the pricing and/or costs for the most complex, sensitive, specialized, and unique proposals and subcontracts. Participate with procurement personnel, on resolution of complex issues, providing input and resolution in areas such as audits, disputes, claims, and negotiations. Contribute to the development and refinement of internal procedures, guidance, tools, and templates related to cost/price analysis, cost allowability, and financial reviews.” Manage complex projects, and/or serve as a or mentor to other procurement personnel in the performance of assigned duties and responsibilities.
