About The Position

Responsible for the examination and analysis of cost data and customer requirements as they pertain to labor, materials, equipment and other cost or pricing elements of Government Requests for Proposals and Invitations for bid. Develops cost data and makes recommendations on methods, procedures and techniques to be used in cost proposal preparation. Ensures adequate pricing in compliance with the Estimating Manual, Government regulations and guidelines. Assists other personnel in developing cost strategies, analyzing competitive proposals and performs financial analysis involving incurred cost submissions. Participates in the preparation and presentation of proposal cost data to Senior Management. Responsible for updating labor models by working with SMEs to ensure these models are reflective of actual conditions and provide reliable, scalable, and adequate outputs. Requirements

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
  • Bachelor’s degree and four years of experience or eight years of experience with no degree
  • Greater than 10 years of experience as an Estimator, Pricing Analyst and/or Cost Analyst supporting Government projects
  • Must possess an understanding of techniques and procedures used in development of cost proposals and must be capable of independent judgment and operation.
  • Exceptional skills in Excel and proficient in Word, Access and Power Point software
  • Familiar with US Government contracting regulations such as: FAR, DFARs and CAS
  • Ability to work in a fast-paced environment and retain attention to detail.

  • Preferred DoD contingency operations experience as an Estimator, Pricing Analyst or Cost Analyst

Responsibilities

  • Programmed and designed many types of customized databases and spreadsheets frequently including reports with usage of tables, queries, forms, modules, relationships, formulas, functions, subtotals, outlining, summarization, grand totals, and Pivot Table reports and many types of graphs and presentations.
  • Integrated Visual Basic for Applications and Microsoft Office with REAL basic applications using Office automation.
  • Develops formats for cost proposal data to comply with Government and commercial customer requirements and the Corporate Estimating & Pricing System Manual in hard copy and for computer disk submission in software such as Microsoft Excel and Microsoft Word.
  • Produces pricing data, and makes recommendations on methods, procedures and techniques for pricing proposals, including REAs.
  • Examines and analyzes cost data relevant to labor, materials, supplies, parts, equipment and other expenditures.
  • Analyzes contracts for relevant cost data, trends, historical data, work categories and other related information to make best business decisions.
  • Participates in the development of detailed cost rationale and retains backup information.
  • Maintains records and files to support proposal submissions and reviews the records of junior estimators.
  • Prepares or overseas the development of various financial reports to include cash flow and operational income analysis for proposals.
  • Ensures cost and price proposals are prepared in accordance with FAR, CAS applicable laws and regulations and Corporate Disclosure Statement, including submission of REAs.
  • Supports DCAA audits as applicable.
  • Collects statistical data regarding proposal cost and efficiency.
  • Other duties as assigned
