Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to support a major data center construction project. This role involves managing cost planning and control throughout the full project lifecycle, ensuring delivery on time and within budget for a large-scale, mission-critical facility. You’ll be part of our Cost Management team, delivering expert cost consulting services and working closely with clients, contractors, and project teams.

Requirements

  • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or a related field.
  • 3–5 years of experience in cost management or project controls.
  • Experience with large-scale construction projects; data center or mission-critical experience preferred.
  • Strong knowledge of cost planning, budgeting, post-contract cost control, and change management.
  • Understanding of procurement strategies and commercial management of contracts.
  • Excellent communication and client-facing skills.
  • Proficiency in cost management tools, Microsoft Office, and cloud-based applications.

Nice To Haves

  • Familiarity with MEP systems and sustainable infrastructure is beneficial.
  • RICS accreditation or progress toward it is advantageous.

Responsibilities

  • Support cost management activities from early-stage budgeting and procurement through post-contract cost control and final account closeout.
  • Prepare and present detailed cost plans, estimates, and budgets aligned with project scope and objectives.
  • Assist with cost control processes during construction, monitoring actual costs against forecasts and recommending corrective actions.
  • Review and validate change orders, ensuring proper documentation and compliance with contractual terms.
  • Track contingencies, commitments, and cost impacts across multiple packages or phases.
  • Prepare and deliver cost reports, forecasts, and presentations for stakeholders.
  • Contribute to procurement strategies, bid analysis, and contractor negotiations.
  • Support value engineering and design optimization initiatives to identify cost-saving opportunities.
  • Ensure compliance with internal financial systems, client-specific requirements, and regulatory controls.
  • Maintain benchmarking data and historical cost records for continuous improvement.
  • Collaborate with project managers and design teams to align scope, budget, and schedule.
  • Build and maintain strong relationships with clients, contractors, and internal teams.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
