About The Position

LMI seeks Mid-level Cost Estimator to support a federal program management office in Washington, DC. Perform cost estimating and analysis of the client's portfolio of major capital projects and infrastructure facilities that supports them. These cost estimates will be used part of the as budgetary cycle inputs to support investment decisions and as elements of other program products and requirements to provide cost information to Congress, OMB, and other stakeholders. In addition, cost estimates will be used in preparation for the procurement of repairs, alterations and major capital projects. Requirements

  • Bachelor's degree in math, business, management, engineering, or related field. A Master's degree is preferred.
  • Previous work with CBP's portfolios is a plus.
  • At least 5 years of experience supporting cost estimating for federal agencies.
  • Relevant certification such as Professional Cost Estimator/Analyst (PCEA), Certified Cost Estimator/Analyst (CCEA), or Certified Cost Professional (CCP) is desired.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Experience with ACEIT and Crystal Ball software is a plus.
  • Experience with R.S. MEANS
  • Familiarity with the entire facility development lifecycle from initial planning through design and construction.
  • Ability to communicate clearly with a variety of stakeholders.
  • Ability to effectively solve problems.
  • Strong communication skills, both oral and written.
  • A true team player who maintains a positive attitude in a dynamic environment.
  • Current active adjudicated CBP Background Investigation highly preferred

Responsibilities

  • Develop and update life cycle cost evaluations (LCCEs) and independent government cost estimates (IGCEs) for the client's programs and projects, as well as ad hoc estimates
  • Conduct sensitivity and uncertainty analyses
  • Participate in program meetings and technical interchanges to remain current with program requirements
  • Participate in the review and reconciliation of estimates developed by other contractors
  • Present results of estimates in a variety of formats such as verbal presentations, narrative reports, and briefings charts
  • Generate estimates in accordance with DHS Headquarters and GAO Cost Assessment Guide standards to facilitate government review, third-party replication and validation, and future updates or enhancements

Benefits

  • Target salary range: $90,000 - $120,000. Final compensation will be determined by a variety of factors including but not limited to your skills, experience, education, and/or certifications.
