About The Position

Aalis Management Consulting is seeking a Cost Estimating & Price Analysis Subject Matter Expert (SME) to support a federal agency. This role provides day-to-day support for all cost estimating and price analysis activities across a wide range of federal procurement actions. The SME will serve as a key resource responsible for delivering comprehensive cost and pricing support across the full spectrum of federal contract types, including micro-purchases, simplified acquisitions, large contracts, Government Purchase Cards, BPAs, task orders, and interagency agreements.

Requirements

  • Bachelor's degree in Business, Finance, Economics, Acquisition, or a related field
  • Minimum of five (5) years of experience in Acquisition Management Support
  • Demonstrated experience in cost estimating and price analysis for federal contracts
  • Strong knowledge of the Federal Acquisition Regulation (FAR)
  • Experience developing IGCEs and evaluating contractor proposals
  • Excellent analytical, communication, and documentation skills

  • Experience supporting a high volume of cost/pricing actions in a federal environment
  • Familiarity with multiple contract types and acquisition strategies
  • Experience supporting contract administration and audit activities

Responsibilities

  • Develop and support Independent Government Cost Estimates (IGCEs) using appropriate methodologies
  • Collaborate with program offices and Contracting Officers to define cost assumptions and inputs
  • Support development of cost evaluation plans and acquisition strategies
  • Assist in drafting cost proposal instructions for RFQs and RFPs
  • Recommend cost formats and evaluation structures to ensure consistency and fairness
  • Review and analyze cost proposals, bids, and quotations for realism and reasonableness
  • Develop price evaluation plans and provide pre-award cost/price analysis
  • Provide cost and price analysis support throughout the contract lifecycle
  • Review contractor pricing submissions and validate option year pricing
  • Support contract modifications, terminations, and other pricing actions
  • Maintain documentation and support audit readiness
  • Compile and maintain historical cost data to support agency cost databases
  • Produce price analysis memoranda and related documentation
  • Support approximately 120 cost and pricing actions annually
  • Assess and recommend enhancements to cost estimating processes, tools, and methodologies
  • Support implementation of best practices to improve efficiency, accuracy, and consistency
  • Provide recommendations to the Contracting Officer's Representative (COR)
