About The Position

Techno is hiring a Cost Engineer to support a major municipal infrastructure program involving capital planning, financial controls, and cost oversight. You will work within a multidisciplinary project controls environment and will contribute to estimating, forecasting, cost analysis, and reporting activities. You will collaborate closely with engineering, construction management, and finance teams to ensure accurate, timely, and compliant cost management. This position will be based in Baltimore, Maryland, with occasional onsite work as required.

Requirements

  • 5-10 years of experience in cost engineering, cost analysis, estimating, or project controls within engineering, construction, or infrastructure environments.
  • Strong proficiency in cost estimating methodologies, cost reporting, financial analysis, and budget management.
  • Demonstrated ability to analyze cost variances, identify trends, and support data-driven decision-making.
  • Experience reviewing contractor cost documentation, including invoices, proposals, and change orders.
  • Proficiency in Microsoft Excel and the ability to work with cost management or project controls software such as Primavera, e-Builder, or similar platforms.
  • Excellent communication, organization, and documentation skills.
  • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.

Nice To Haves

  • Experience supporting public-sector agencies is preferred, including work with municipal water, wastewater, or public works departments such as Baltimore City DPW.
  • Bachelor’s degree in engineering, construction management, finance, or a related field preferred; equivalent experience will be considered.

Responsibilities

  • Develop detailed cost estimates for capital and utility-related infrastructure projects, including labor, materials, equipment, and contingencies.
  • Prepare and update project cost forecasts, cash flow projections, and budget analyses.
  • Perform variance analysis by comparing actual costs to budgeted and forecasted values, highlighting trends and identifying risks.
  • Support development and maintenance of cost models, cost databases, and benchmarking tools.
  • Review contractor invoices, change orders, and payment applications to validate cost accuracy and ensure alignment with project requirements.
  • Maintain consistent and organized cost documentation in accordance with established procedures.
  • Produce comprehensive cost reports for project managers, leadership teams, and other stakeholders.
  • Collaborate with scheduling, estimating, and engineering teams to support integrated project controls.
  • Participate in cost review meetings and provide input on cost drivers, budget issues, and cost-saving opportunities.
