The position involves preparing and adhering to estimating schedules in coordination with the responsible Government PM, developing Program Office Estimates (POEs), and interfacing with IPT members to develop the program's technical baseline. The role requires assessing current and future program efforts, documenting and reconciling cost estimates, and maintaining a cost data repository. The candidate will also analyze weapon system contractor proposals, assist in developing financial documents, and support the Government's evaluation processes.

  • Prepare and adhere to estimating schedules in coordination with the responsible Government PM.
  • Develop Program Office Estimates (POEs) specifying expected dollar costs for tasks or items.
  • Interface with IPT members to develop the program's technical baseline and document results.
  • Assess current and future program efforts, continuously adjust POEs, and produce life cycle cost estimates.
  • Document, brief, and reconcile results of estimates including development, procurement, and sustainment costs.
  • Develop and maintain a directorate cost data repository.
  • Receive, review, catalog, store, and retrieve all cost reports and completed cost estimates.
  • Develop life cycle cost estimates for Engineering and Manufacturing Development (EMD), production, and sustainment phases.
  • Perform excursions to existing program cost estimates for program changes.
  • Analyze weapon system contractor proposals.
  • Assist in the development of Program Objective Memorandum (POM) inputs and other financial documents.
  • Assist in the development and updates of the program's initial Cost Analysis Requirements Description (CARD).
  • Utilize WInsight or other software to coordinate work scope, schedule, and cost goals.
  • Assist program offices in performance analysis of CPRs, CSSRs, CFSRs, and CCDRs.
  • Assist in Integrated Baseline Reviews (IBRs).
  • Provide inputs to program documentation including program management plans and risk assessments.
  • Support the Government's process to evaluate and report program status and problems.
  • Provide direct cost service support during acquisition milestone decision points.
  • Participate in ORI exercises as an IPT member.
  • Provide economic analyses to assist the Government in decision-making.
  • Provide direct cost estimating and analysis assistance to the Government's Analysis of Alternatives (AoA) process.
  • Provide ancillary assistance to acquisition program offices and outside Government cost agencies.
  • Advanced Degree (MA/MS) and twelve (12) years of experience in the respective technical/professional discipline, five (5) years in the DoD.
  • OR, BA/BS degree and fifteen (15) years of experience in the respective technical/professional discipline, five (5) years in the DoD.
  • OR, twenty (20) years of directly related experience with proper certifications, eight (8) years in the DoD.
  • Ability to pass Government Cost Chief review and an annual Sufficiency Review.
  • Compliance with DoD Directive 5000.1 and other relevant policies and regulations.
  • Ability to obtain and maintain a Security clearance; U.S. Citizenship required.
  • Previous experience with Automated Cost Estimating Integrated Tools (ACEIT).
  • Experience with estimating tools such as PRICE 'TruePlanning', COCOMO, and Oracle Crystal Ball.
  • Experience with Air Force maintained databases like AFTOC and REMIS.
  • Familiarity with Government documentation/databases requiring financial management and cost data.
