About The Position

Serves as shift commander, overseeing staff operations in a 24-hour, 7-days a week corrections facility; direct supervision of the shift sergeants; indirect supervision of the activities of correctional officers; ensuring inmate safety and security; coordinates inmate movement to include new commitments and inmate releases; responsible for the day to day security operations with overall supervision of both staff and the inmate population to ensure the completion of tasks specific to their shift at the Lancaster County Prison. The Corrections Lieutenant will have the authority and responsibility to ensure that Prison policies and procedures are enforced. Assumes operational authority during off hours in the absence of Prison Administration.

Requirements

  • High school diploma or its equivalent, and Four (4) years’ experience in corrections with at least three (3) years in a leadership role; or Any equivalent combination or education, experience and training that provides the required knowledge, skills, and ability to perform the essential functions of this job.
  • Experience with various software programs
  • Must have completed, or be willing to receive, certification in OC, Axon Camera, Taser use, and any other equipment required to be used in a supervisory capacity, all equipment to be carried daily
  • Ability to perform the essential functions of a Corrections Sergeant
  • Ability to evaluate the work performance of others
  • Ability to make sound decision in a high stress environment
  • Ability to communicate information and ideas both orally and written
  • Knowledge of principles and procedures for personnel actions to include evaluating and disciplinary
  • Knowledge of Prison procedure, protocol, rules/regulations, and security operations
  • Prior experience in corrections (line, unit leader/sergeant)

  • Extensive knowledge of the criminal justice system
  • Ability to comprehend legal documents such as court orders, booking orders, and bail related procedures

  • Ability to maintain good physical fitness, withstand standing, walk, run, climbing upstairs, or sitting periodically for (8) eight hours or more.
  • Lifting emergency equipment more than fifty (50) pounds (e.g., Scott Air Pack, fire extinguisher, defibrillator) and performing assisted lifting of inmates.
  • Apply handcuffs and other restraint devices.
  • Operate a motor vehicle.
  • Carry and discharge Taser and/or chemical agents.
  • Must be able to withstand periods of high stress and mental pressure.
  • Capable of performing acceptable levels of self-defense techniques and restraint of assaultive inmates is mandatory.
  • Must be able to wear required equipment on a full duty belt.
  • This position has been identified as having the potential for exposure to Hepatitis B.

Responsibilities

  • Responsible for the direct supervision of Sergeants, who oversee approximately 60 plus Correctional Officers and the inmate population.
  • Responsible for processing daily and/or reoccurring administrative reporting including but not limited to, scheduling, miscellaneous status reports, legal paperwork, and shift activity reports in addition to all operational and safety requirements.
  • Responsible for oversight of all security operations, including but not limited to, inmate movement, visitation, feeding, housing, commitment, and release.
  • Disseminates information between Administration, Supervisors, direct reports to, employees and inmates.
  • Responsible for the preparation and administering of performance evaluations for the direct reports to staff.
  • Ensures accurate release of inmates by providing training and oversight.
  • Serves as the reviewing official and appellant level for Correctional Officer's evaluations.
  • Ensure compliance with all State policy and procedures in addition to County, Prison and Bargaining Unit agreements.
  • Review, update and/or respond to inquiries and/or requests generated by staff, inmate population and the public.
  • Ensure the care, custody and control in the inmate population is in accordance with Department of Corrections guidelines.
  • Ensure continuous compliance with Chapter 95, Title 37.
  • Daily interactions working with bargaining unit employees and their representatives.
  • Prepare and administer disciplinary action as necessary in accordance with policy, procedures and the current Collective Bargaining Agreement.
  • As needed, participate in the hiring process to include interviewing and selection of potential candidates.
  • Identify the need for remedial training resulting from inability to perform the essential functions of the assigned duties.
  • Initiate and follow through with performance improvement plans as needed.
  • Conduct supervisory meetings with direct reporting staff.
  • Approve time off requests in a timely manner for assigned staff, ensuring staffing needs are met to ensure the overall security of the facility.
  • Assumes operational authority during off hours in the absence of Prison Administration.
  • Other duties as assigned.
  • Attend department head meetings on a rotational basis at the Deputy Warden's discretion.
  • Attend quarterly Prison Board meetings on a rotational basis at the Major of Security's discretion.
  • Participate in all required training
  • Respond to emergency situations.
  • Establish and maintain a working relationship with internal and external law enforcement departments.
