The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a Management Services Position. The incumbent will serve at the pleasure of the Appointing Authority. The Chief of Security is a senior leadership role responsible for the overall safety, security, and operational integrity of the Youth Detention Center. This role requires a dynamic leader with a strong commitment to both security protocols and the transformative, rehabilitative mission of the facility. The Chief of Security works directly under the Facility Administrator, focusing on managing the officer population, enforcing security standards, and ensuring full compliance with the Correctional Officer Bill of Rights (COBR) .

Requirements

  • A Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, Social Work, or a related field.
  • Four years of progressively responsible experience supervising the work of staff in a correctional, juvenile justice, or security-related setting.

Nice To Haves

  • Work experience in a youth or juvenile detention setting.
  • Certifications in relevant security, crisis intervention, or management programs.
  • Knowledge of facility security, personnel management, and familiarity with the principles of the Correctional Officer Bill of Rights (COBR).

Responsibilities

  • Oversee, develop, and ensure the consistent implementation of all security policies, procedures, and protocols to maintain a safe and secure environment for both residents and staff.
  • Directly manage and lead the facility's officer population, including training, scheduling, performance evaluations, and mentorship. Ensure adequate staffing levels and compliance with all training mandates.
  • Ensure the rights and protections afforded to correctional officers under the Correctional Officer Bill of Rights (COBR) are upheld at all times, including during internal investigations and disciplinary actions. Provide training to management on COBR provisions.
  • Serve as a key member of the facility's leadership team, providing critical support and advice to the Facility Administrator on all security and operational matters.
  • Champion the facility’s rehabilitative mission, fostering an environment where security practices support the goal of working effectively with juveniles to help transform their lives.
  • Develop, implement, and coordinate effective emergency and crisis response plans, ensuring all security personnel are trained and prepared to respond swiftly and appropriately to incidents.
