ANSER is seeking a Common Operational Picture (COP) & Joint Operation Planning and Execution System (JOPES) Manager to support USINDOPACOM Headquarters. In this mission-critical role, you will manage 24/7 operational activities to maintain situational awareness and enable rapid response across the INDOPACOM area of responsibility (AOR). Reporting to the JOC Director and Operations Officer, you will facilitate continuous information flow between the Command Center and senior leadership in support of directives from INDOPACOM, the Secretary of Defense, and the President. This position integrates command and control (C2) systems, supports real-world crisis response, and ensures timely intelligence and operational coordination across the headquarters.

Requirements

  • Active TS/SCI clearance.
  • Bachelor’s degree in National Security, Operations Management, Information Systems, or related field.
  • 5+ years of experience in joint/combined command operations, crisis action centers, or C2 management (combatant command experience preferred).
  • Advanced proficiency with COP and C2 systems (e.g., GCCS-J, JADOCS, CPOF), including configuration and troubleshooting.
  • Demonstrated experience drafting operational and execution orders and delivering executive-level briefings.
  • Proven ability to lead, supervise, and develop staff in fast-paced operational environments.
  • Strong analytical skills to assess crises, prioritize actions, and provide recommendations aligned with command intent.
  • Experience coordinating across interagency and multinational environments.
  • Ability to synthesize complex, dynamic information into concise, actionable reports for senior leaders.

Nice To Haves

  • Master’s degree and/or relevant command center experience.
  • Experience in interagency/multinational information sharing or coalition operations.
  • Familiarity with U.S. and allied operational reporting protocols.

Responsibilities

  • Oversee real-time monitoring of operations and intelligence to ensure uninterrupted situational awareness and immediate response capability.
  • Manage the integrity, configuration, and reliability of COP and C2 systems (e.g., GCCS-J, CPOF, JADOCS).
  • Draft, review, and disseminate operational orders (OPORDs, EXORDs, WARNORDs, FRAGORDs) in support of mission requirements and leadership directives.
  • Prepare and deliver daily operational briefings to senior leadership, including the operational picture, threat assessments, force posture, critical events, and policy updates.
  • Coordinate with subordinate units to execute operations, supervise staff supporting mission activities, and mentor personnel to strengthen team performance.
  • Serve as the central point of contact for coordination with U.S. government agencies and allied commands to ensure unity of effort.
  • Provide timely updates and accurate reporting to the JOC Director and Operations Officer on ongoing operations, emerging threats, and evolving requirements.
  • Maintain a trusted, authoritative operational picture that enables informed decision-making and supports command responsiveness in the Indo-Pacific region.
  • Foster collaboration, accountability, and professional development within the headquarters staff.
