About The Position

Under general supervision, the Coordinator leads the core planning and compliance activities pertaining to new federal Transit Asset Management requirements, and plays a vital role in overseeing CTA’s internal policy and procedural framework to ensure that CTA assets are maintained in a State of Good Repair (SGR). This role works extensively across the organization to “connect the dots,” requiring relationships and familiarity in all maintenance, engineering, and budgeting areas.

Requirements

  • Bachelor’s Degree in Planning, Public Policy, Business Administration, Accounting, Finance, Economics, or a related degree, plus three (3) years of relevant experience, or an equivalent combination of education and experience related to the position.
  • Demonstrable experience in analyzing and authoring business policies and procedures.
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement\: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
  • Working knowledge of MAP-21 and FAST Act legislation and associated federal rulemaking governing Transit Asset Management. Familiarity with ISO 55000 or other international asset management frameworks.
  • Working knowledge of capital and operating budget processes.
  • Working knowledge of business and management principles involved in strategic planning and resource allocation.
  • Working knowledge of various data programming languages including R, Python, and SQL.
  • General knowledge of the key phases and activities in a capital asset’s lifecycle.
  • General knowledge of the range of transit system asset types.
  • Intermediate analytical, organization, and problems solving skills.
  • Intermediate skills in policy analysis and research, program monitoring, and report development.
  • Good verbal and written communication skills across wide forms of communication at all levels at the Authority.
  • Intermediate skill with the Microsoft Office suite (Word, Excel, PowerPoint, Access).
  • Ability to independently manage time and workload effectively.
  • Ability to work in a complex public sector environment.
  • Ability to quickly learn new concepts, methods, and tools.

Nice To Haves

  • Exposure to engineering, maintenance, operations, financial, and compliance processes at a capital-intensive organization (such as a public utility, rail transportation provider, telecommunications provider, etc.) preferred.

Responsibilities

  • Develops and maintains CTA’s Transit Asset Management Plan (TAMP) in accordance with FTA criteria, including CTA’s Asset Management Policy, its TAM implementation strategy, documentation of its asset lifecycle approaches, and updates to the Asset Portfolio (Inventory & Condition Assessment).
  • Coordinate multiple stakeholder departments to develop and implement a State-of-Good-Repair (SGR) capital investment prioritization framework.
  • Monitors and reports on the progress of CTA’s overall Asset Management Program, including the status of compliance with specific federal requirements and alignment with CTA’s internal business goals.
  • Authors new and modified policies & procedures relating to asset management. Reviews existing policies & procedures and recommends revisions as appropriate to ensure programmatic consistency and conformity.
  • Responsible for data assembly and submittal of new TAM-related required reporting to the National Transit Database, including the Asset Inventory Module and Performance Targets.
  • Reviews and provides regular updates to senior management on changes and developments in legislation and rulemaking impacting transit asset management.
  • Monitors industry trends and maintains relationships with counterparts at peer agencies to relate best practices to CTA.
  • Performs related duties as assigned.
