The Coordinator, Instruction, Behavior and Placement provides vision, leadership, and expertise to coordinate the instructional, behavior and placement support for the Department of Special Education (DSE). This position manages professional and support staff, ensuring equal access to the curriculum and differentiated instruction in the least restrictive environment (LRE) while developing a continuum of services. The role involves supervising the monitoring of students in public schools to provide Free, Appropriate Public Education (FAPE) and supporting schools in building capacity to meet the needs of all learners while aligning with system-wide priorities.

  • Provides leadership and expertise in the use of research-based and evidence-based best practices, data-driven decision making, and application of a multi-tiered system support.
  • Coordinates the establishment and maintenance of a framework for placement, monitoring, and transition of students referred for LRE determination.
  • Analyzes school data to assist supervisors and specialists in identifying and implementing appropriate supports and interventions for students with disabilities.
  • Oversees processes, communication, and collaboration across offices and departments to support students needing access to services.
  • Coordinates the development and implementation of system-wide professional development opportunities for staff.
  • Coordinates the provision of supports and services to schools for the delivery of special education services.
  • Provides supervision to supervisors, specialists, and resource teachers.
  • Develops and manages system-wide grants related to improving student achievement of students with disabilities.
  • Collaborates with budget and fiscal support staff to coordinate planning and assessment of department grants and expenditures.
  • Attends various internal meetings and chairs committees on behalf of the Department of Special Education.
  • Performs other duties as assigned.
  • Graduation from an accredited college or university with a master's degree in special education or a directly related field.
  • At least fifteen additional hours of approved graduate and/or in-service credit.
  • Five years of leadership experience related to special education in a PreK-12 public educational setting.
  • Possession of a Maryland Educator Advanced Professional Certificate with an Administrator I endorsement or eligibility for the same.
  • Knowledge of compliance with federal and state mandates including the MSDE complaint process.
  • Demonstration of outstanding oral and written communication skills.
  • Strong leadership, communication, and human relations skills.
  • Strong technology skills and competency in data analysis and application.
