Job Description This position performs work requiring advanced knowledge which is predominantly intellectual in character and which routinely exercises discretion and judgment. The advanced knowledge is in a field of science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field. The purpose of this position is to provide the essential administrative processes, technical knowledge, and perform the work listed. This role has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This position serves as an Area Lead or Lead on assigned projects or performs moderately complex engineering assignments, evaluates, selects, and applies standard engineering techniques to a broad set of complex assignments.

Requirements

  • Accredited four (4) year degree or global equivalent in engineering field of study and eight (8) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Advanced knowledge of discipline codes and standards, commercial availability and cost of materials
  • Effort-hour estimating and staff forecasting
  • Practical field experience
  • Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
  • Prior nuclear power project experience including:
  • Nuclear Regulatory Commission familiarity
  • Nuclear quality and nuclear safety requirements
  • Radiation monitoring
  • Perform control systems sizing calculations for control valves, relief valves, flow elements, thermowells and other instrumentation
  • Create instrument index and datasheets, generate reports, and monitor design wiring and loop development activities in Hexagon Smart® Instrumentation database
  • Develop intermediate complexity control systems narrative specifications
  • Develop control systems, cause and effect diagrams, or logic diagrams as required by project
  • Represent control systems in model reviews; closely monitor 3D modeling prepared by design group utilizing review software
  • Develop specifications and design of Distributed Control Systems (DCS), Programmable Logic Controller (PLC) and Safety Instrumented Systems (SIS) hardware and software applications; monitor DCS/PLC/SIS design developed by the design group
  • Knowledge of:
  • Specifying instrumentation
  • Control systems procurement activities including knowledge to generate instrument Request For Quotation (RFQ)/purchase orders (PO)
  • Piping and Instrumentation Diagram (P&ID) representation; can recognize/report problems associated with control systems representation on P&ID
  • Intermediate level knowledge to develop control strategies and represent on P&ID
  • Understanding of instrument design and installation requirements

Responsibilities

  • Apply Cost Competitive Execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work
  • Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects
  • Develop and review estimates and schedules, progress reports, including manpower forecasts
  • Establish, track, and monitor material key quantities; provide analysis and forecasts
  • Develop and build external relations with client representatives, vendors, and subcontractors and interface closely with other discipline functions promoting Client Service Excellence
  • Participate in activities associated with equipment and material procurement, permitting, and subcontracting
  • Review and approve vendor lists, prepare quotation requests/bid tabulations/purchase orders and review substitutions for technical acceptability
  • Assign work to teams, monitor and manage the work
  • Perform and check calculations, specify equipment, and solve moderately complex engineering problems
  • Establish and lead the squad check effort for vendor equipment documentation for assigned equipment
  • Review vendor equipment documentation within the discipline and from other disciplines for compliance with project requirements, and actively seek discrepancy resolution
  • Prepare/review scopes of work for third party contracts
  • Support proposal and estimate activities
  • Identify deviations in job scope, estimate magnitude of changes, and initiate trends or change orders
  • Adhere to industry codes and standards as well as department practices and procedures
  • Contribute to and promote the use of Fluor’s knowledge management portals and communities
  • Participate in Fluor University® as necessary to follow the curricula as outlined in the Functional Development Frameworks
  • Participate in people development through mentoring, development of training material, conducting training seminars, and performance appraisal input and counseling
  • Assist in the performance of audits
  • Assist Functional Process Lead and Department Manager in the development of department standards, procedures, practices and guidelines
  • Support the Functions Process Lead and Department Manager on initiatives
  • May promote company branding by active participation in external technical organizations and Code committees and present technical papers or presentations through Fluor’s P4 process
  • Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
  • Knowledge and implementation of Global UNISON Data Standards and Reference Software Systems for Project Execution
