About the position

The position involves reviewing, drafting, editing, and processing construction and engineering contracts for three or more departments. The role includes drafting and processing public works consultant and supplemental contracts, coordinating procedural activities, and monitoring the status of contracts to completion. The individual will provide advice to engineers on procedural matters and perform other related duties as required. This is a temporary full-time vacancy with the Department of Water Supply - Administration Division in Hilo, not to exceed 09/30/2027, with potential for conversion to a permanent appointment.

Responsibilities

  • Reviews, edits, drafts, and re-drafts construction and engineering contracts for conformance with state procurement laws, federal regulations, and county general requirements and covenants.
  • Drafts and processes consultant and supplemental contracts for public works services, engineering, and construction projects; drafts and processes change orders.
  • Serves as departmental liaison with Corporation Counsel and appropriate departments to ensure propriety of funds and legality prior to execution.
  • Initiates and coordinates the printing and assembling of contracts, plans, and specifications.
  • Coordinates the publication of legal notices and notifies affected persons; provides information on the terms and conditions of contracts and bidders' requirements; receives bids and bid bonds.
  • Coordinates and participates in bid openings.
  • Prepares award letters and contracts; transmits documents to contractors for execution; receives and reviews executed contracts for proper signatures and notary, insurance certificates, performance bonds, payment bonds, etc.
  • Prepares transmittal letters for distribution of executed contracts to contractors and appropriate departments.
  • Maintains status information on contracts; maintains records and is custodian of the performance bonds.
  • Coordinates the receipt of necessary closing documents including tax clearances and the department's acknowledgment of final acceptance; initiates the publication of Notice of Completion; processes documents to fiscal for final payment.
  • Advises engineers and other personnel on current procurement requirements related to construction, engineering, and consultant contracts; recommends amendments to departmental rules and procedures on processing of contract documents.
  • Maintains operational and statistical data and prepares necessary periodic and special reports.
  • May supervise other subordinates as assigned.
  • Performs other related duties as assigned.

Requirements

  • Graduation from high school.
  • Five (5) years of clerical experience, of which three (3) years shall have included the review and processing of contracts and related legal documents in conformance to pertinent laws, policies, and procedures.
  • An Associates degree or higher from an accredited college or university may be substituted for lack of the required clerical experience on a year for year basis.
