About The Position

We are seeking an experienced Contracts Specialist to manage the full lifecycle of complex federal contracts, including Cost-Plus-Incentive-Fee (CPIF) and Cost-Plus-Fixed-Fee (CPFF) instruments for the FAA. This position is responsible for cradle-to-grave contract administration in support of mission-critical aviation programs, systems engineering, infrastructure modernization, and technical services. The ideal candidate will possess strong knowledge of Federal Acquisition Regulation (FAR), cost-reimbursement contracting, and federal procurement policies, along with demonstrated experience supporting high-visibility, technically complex programs.

Requirements

  • Bachelor’s degree from an accredited institution (business, public administration, finance, or related field preferred).
  • 3–7+ years of federal contracting experience, including cost-reimbursement contracts (CPIF/CPFF).
  • Strong working knowledge of FAR and agency supplements.
  • Demonstrated experience in cost analysis, negotiations, and contract modifications.
  • Ability to interpret complex regulatory guidance and apply sound business judgment.
  • Experience managing contracts for the FAA.

Responsibilities

  • Lead acquisition planning activities, including market research and acquisition strategy development.
  • Prepare and review Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), and evaluation criteria.
  • Develop solicitations (RFPs), amendments, and related procurement documentation.
  • Conduct cost and price analysis for CPIF and CPFF proposals.
  • Participate in technical and cost evaluation panels and support source selection activities.
  • Lead negotiations of cost-reimbursement contracts, including fee structures and incentive arrangements.
  • Develop prenegotiation objectives and price negotiation memoranda.
  • Ensure compliance with FAR, agency supplements, and applicable federal statutes.
  • Prepare and execute contract awards and related documentation.
  • Administer full lifecycle contract management, including modifications, funding actions, and incremental funding tracking.
  • Monitor contractor performance, fee determinations, and incentive calculations under CPIF structures.
  • Review contractor invoices, incurred cost submissions, and provisional billing rates.
  • Coordinate with Contracting Officer’s Representatives (CORs), finance, legal, and program offices.
  • Process contract modifications related to scope, funding, schedule, or regulatory changes.
  • Ensure compliance with FAR Part 15, Part 16 (Cost-Reimbursement Contracts), and agency acquisition policies.
  • Support audits, including DCAA or internal reviews, as applicable.
  • Maintain complete and accurate contract files in accordance with federal records requirements.
  • Manage closeout activities, including final indirect rate settlements and final payment.
