About The Position

JOB SUMMARY As a key member of the Spokane Colleges Business and Finance Office, this position performs journey level professional contract administration including but not limited to: the negotiation and preparation of complex contracts, interagency agreements, affiliation agreements, the review of leases and letters of understanding to provide or obtain services or goods, including technical contract support activities such as contract cost/price analysis, contract compliance administration or contract property administration.

Requirements

  • An associate degree in Paralegal, Business, business law. commerce or closely related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Two years experience negotiating, administering or terminating contracts, or contract compliance administration or equivalent experience.
  • Knowledge of agreement processes and requirements.
  • Ability to use automated spreadsheets and other tools for financial analysis and reporting.
  • Ability to read and interpret complex rules, regulations and applications of the Office of Management and Budget (OMB), Office of Financial Management (OFM), Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), American Institute of Certified Public Accountants (AICPA), the National Association of College and University Business Officers (NACUBO), Department of Enterprise Services (DES), and the Washington Electronic Business Solutions (WEBS).
  • Ability to prepare and conduct training sessions.
  • Ability to diplomatically and effectively work with faculty, staff and administrators.
  • Ability to communicate effectively both orally and in writing.
  • Ability to apply technical knowledge.
  • Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment.

Nice To Haves

  • A Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field AND Two years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
  • A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the experience and education.
  • Additional qualifying experience may be substituted, year for year, for the education.
  • A Master's degree in one of the above academic disciplines may be substituted for one (l) year of experience.
  • Procurement and contracts management certificate or closely related professional certificate in contract fundamentals and management.

Responsibilities

  • Research, interpret, and apply federal, state and private rules and regulations governing contracts and agreements.
  • Ensure all contractual agreements comply with Spokane Colleges policies, procedures, and applicable laws.
  • Review, analyze, and evaluate proposals for technical requirements, cost factors, and scope; request policy exceptions or regulatory changes when needed.
  • Maintain complete contract records and databases, in accordance with retention and audit requirements.
  • Secure required signatures, maintain authorized signatory lists, and oversee contract execution, amendments, renewals, and terminations.
  • Prepare reports on contract activity.
  • Ensure contract compliance, resolve performance issues, and settle contractor claims as necessary.
  • Advise and train faculty, staff, and administrators on contract policies, procedures, and compliance requirements.
  • Serve as a liaison between the Purchasing/Contracts office, institution departments, legal counsel, funding agencies, and external partners to resolve issues and ensure timely execution of agreements.
  • Collaborates with purchasing staff on developing the contents for competitive contracts and may provide technical advice for RFP’s, RFI’s, RFQ’s, etc.
  • Understands purchasing procedures and the ability to follow applicable state and College procurement rules.
  • Negotiate contract terms, conditions, pricing, deliverables, timelines, and reporting expectations with internal stakeholders and external parties.
  • Attend district and occasionally statewide meetings to support contract administration and institutional initiatives.
  • Assist with other budget/fiscal related issues as requested.
  • Model professional decorum and mutual respect in all personal interactions.
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements.
  • Support and advance Spokane Colleges’ strategic plan and perform other duties as assigned.
