The Contracts Manager for the Department of Metropolitan Development is responsible for the drafting, preparation, review, and administration of contracts, ensuring compliance with various legal and regulatory requirements. The incumbent oversees the execution and enforcement of contracts, ensuring that all parties fulfill their obligations and adhere to the terms and conditions. This role includes the administration of all change orders, renewals, extensions, and contract closeouts. The Contracts Manager works closely with the city legal department to ensure that contracts and terms are favorable and comply with all funding source requirements. In addition to contract management, the position involves producing and distributing all correspondence related to contracts, including notices to proceed, letters, memos, emails, and requests for invoices or backup documentation. The Contracts Manager presents contracts for approval at various public board and commission meetings and assists internal team members in developing and issuing requests for quotes, bids, and proposals, reviewing responses for accuracy and completeness. The role serves as the primary point of contact for any contract-related issues that may arise, both internally and externally. The Contracts Manager is also responsible for the preparation of requisitions, special purchase requests, and various aspects of the procurement process. This includes managing check requests, invoicing, and final accounting processes for all Interlocal and Interagency Agreements. The position assists the Deputy Director and Finance Manager with various accounting tasks, including department budget preparation and reporting required by the State Board of Accounts. The Contracts Manager handles accounts payable/bookkeeping functions for the Department of Metropolitan Development, processes invoices from vendors, and manages inventory of office supplies. Additionally, the role involves maintaining office equipment and tracking annual memberships and subscriptions pertinent to the department.
