The Contracts and Procurement Manager will strengthen how ONE purchases goods and services across our global offices by building fit-for-purpose procurement systems, processes and controls that enable speed and sound risk management. This role focuses primarily on procurement of services, partnering closely with Legal, Finance and program teams to ensure purchases are commercially sound, properly scoped, compliant, well-documented, cost-effective, and aligned to budgets, grants, and donor requirements. This is a high-volume, “doer” role: you will run end-to-end procurement workflows yourself while also designing the best-practice operating model, templates, and training that make procurement easier for the entire organization.

Requirements

  • Strong alignment with ONE’s mission and values and a commitment to ethical, responsible stewardship of resources.
  • 5–8 years of progressive procurement, purchasing, or vendor management experience (global nonprofit/INGO, advocacy, or multi-country environment strongly preferred).
  • Proven ability to develop and manage procurement and contracting processes, particularly in settings that were informal or decentralized before.
  • Strong contracting literacy and comfort partnering with Legal; ability to spot risk, ask the right questions, and ensure documentation is complete.
  • Solid financial acumen: budget alignment, basic cost analysis, and purchase coding discipline (grants/restricted funding experience a plus).
  • Highly organized and structured in order to manage a high volume of parallel requests, prioritize quickly, and maintain immaculate records.
  • Experience negotiating and managing service providers and vendor relationships.
  • Strong systems orientation (procurement software, ERPs/AP workflows, shared repositories); comfortable improving tools and building lightweight automation.
  • Clear communicator with strong stakeholder management skills; able to influence without formal authority and drive adoption of new processes across teams and time zones.
  • Self-starter who exercises sound judgment, maintains confidentiality, and thrives in a fast-paced, mission-led organization.
  • Fluency in English is required.

Nice To Haves

  • Procurement certification (e.g., CIPS, CPSM/ISM) or equivalent training is preferred.
  • French or German language skills are an advantage but not essential.

Responsibilities

  • Own end-to-end procurement for goods and services (e.g., consultants, design and creative services, office services, facilities, IT/software purchases, events, subscriptions, equipment, travel-related vendors, and other operational and programmatic spend), ensuring timely sourcing through to approval, contracting support, delivery, and handoff to accounts payable.
  • Create and maintain standardized procurement workflows, intake forms, contract templates, approvals, and clear service-level expectations for requesters.
  • Establish and manage purchasing thresholds and routing (e.g., competitive quotes/RFPs, single/sole source documentation, emergency buys) to balance speed, value, and risk.
  • Lead vendor identification, competitive sourcing, and evaluation; negotiate pricing and service terms to achieve best value and reliable delivery.
  • Ensure that procurement and contracting arrangements utilize tax exemption and charitable status benefits and nonprofit discounts and take into account VAT and other tax considerations.
  • Partner with internal stakeholders to plan upcoming renewals and reduce last-minute contracting.
  • Operationalize procurement controls that support a strong internal control environment and consistent compliance across locations.
  • Embed practical risk checks into purchasing (e.g., conflicts of interest, sanctions/reputational screening as appropriate, data security considerations for vendors handling data, anti-corruption and ethical purchasing expectations).
  • Ensure procurement files are audit-ready: quote comparisons, selection rationale, approvals, contract repository links, and ongoing vendor documentation.
  • Ensure purchases align to approved budgets and are coded correctly so ONE can report accurately across grants, projects, and programs.
  • Work with Finance and budget holders to confirm funding sources, manage spend against budget, and improve visibility into committed vs. actual costs.
  • Support audit requests and donor reporting by organizing procurement documentation and providing clear procurement justifications.
  • Implement procurement best practices and tools (lightweight where possible) to improve cycle time, documentation quality, and spend visibility—without adding unnecessary bureaucracy.
  • Optimize contract templates for streamlined purchasing and self-serve contracting in specified categories, and coordinate closely with the Legal team on contracting as well as legal, risk and compliance issues in the procurement program and specific purchases.
  • Develop procurement templates (RFQ/RFP, bid analysis, vendor onboarding, sole source justification, basic SLAs) and short training guides for staff.
  • Identify recurring spend categories and propose streamlined approaches (preferred suppliers, framework agreements, catalogs, standard terms, renewal calendars).
  • Collaborate closely with Finance, Legal and program teams to ensure procurement supports business needs while meeting compliance expectations.
  • Provide procurement and commercial negotiation training across the organization.
  • Identify opportunities to optimize use of existing platforms, tools and software to improve procurement and contracting processes.
